China's economic development has made great achievements since the implementation of the Reform and Opening up policy from1978. With rapid growth of economy, comprehensive national strength has been greatly enhanced, international status keep rising, and people's living standards increased in a large scale. However, with steady prosperity and development in economy and society, gaps between urban and rural areas are also widening. This trend is reflected in various regions of China, and due to disadvantage of geographical location, natural conditions and development foundation, urban-rural gaps in minority areas are more evident. China is a multi-ethnic country, keep ethnic relations unity is vital to overall situation of socialist construction. Narrow the gaps between urban and rural areas and thus to promote coordinated development of urban and rural in minority areas is urge task at present. They are of great significance for China to build a well-off society and establish a socialist harmonious society, as well as to consolidate and develop socialist harmonious ethnic relations. This article analyzes and research on this issue in both theoretical and empirical levels.In this paper, a combination of qualitative and quantitative analysis approaches is adopted. Based on previous research results, it studied Amartya Sen's theory of development as freedom. According to development idea of uplifting people's "basic capacities", it selects indicators and builds up the assessment system to evaluate the results of coordinated development of urban and rural areas. The evaluation is comprehensive, and is carried out at three levels of national, ethnic minority areas and individual minority areas. Finally, it revealed the problems of coordinated development of urban and rural areas in minority areas based on empirical results, and posed policy recommendations for reference correspondingly.Main innovative points and important conclusions of the article are as follows. 1. From qualitative aspects, previous researches on coordinated development of urban and rural areas are mainly concentrated in the basic theory. The mainstream idea is that urban and rural areas should serve the needs of industrialization, and proposed to treat people as elements for configuration in order to achieve coordinated development of urban and rural areas. While in terms of quantitative, to classify statistical data in fields of economy, society, environment etc. according to these basic theory, thus to select and construct the evaluation system for analysis. Based on all-round development theory of Marx's, scientific outlook on development theory, and Development as Freedom theory of Amartya Sen, this article starts from the analysis of capacity, and then studies the needs and conditions in human development opportunities to enhance people's basic capacities. By this mean, innovation on research perspective is realized.2. Select20ratio indicators of urban and rural development based on idea of enhancing people's basic capacity. Give weight to each indicator, build evaluation indicator system, and establish evaluation model. As analysis results show, gaps between urban and rural development in general was narrowing, and that in ethnic minority areas is greater than the country. There is no unified model of coordinated development of urban and rural in single minority area, and they need to choose development model according to local conditions.
