China's Western Region "participatory" Relieve Poverty

At present, the prominent problem in the western region development is still the problem of fanmers' income, in particular is the poor farmer, under the macro background of scientific development and the establishment of harmonious society, the elimination of absolute poverty in rural areas and adjustment of the urban and rural development have become the most important things. With in-depth progress of anti-poverty work, the phenomenon of "Jiufu Bu Tuopin" is becoming increasingly apparent, relying solely on the way to increase financial and material inputs can no longer meet today's western region anti-poverty needs, the economic development of rural areas and fanmers in some of the western part are at a stake of bottlenecks. Reality urges people to reflect on:who is the main body of anti-poverty, where the anti-poverty momentum lies. New practices and new reflection in new situation formed a new anti-poverty notion which is "participatory" anti-poverty. It is widely understood as a mode of development of anti-poverty work in the process of regional anti-poverty and anti-poverty planning projects, the intervention of relevant stakeholders is a positive, proactive, comprehensive. It contains different groups, especially the groups of long-neglected, and fully embodies the concept of "people-oriented" " Poverty Alleviation and Development Program (2011-2020)" pointed out the need to mobilize the forces of enterprise and the community participation in poverty reduction. On the basis of planning guidance, it actively encourages social organizations and individuals to involve in poverty alleviation through a variety of ways. In2011the conference of central poverty alleviation and development work, General Secretary Hu Jintao pointed out that we should adhere to the rule of whole society participation and work together to promote the development, respect for the dominant position of the poverty reduction target, and stimulate the inherent vitality of the poverty-stricken areas, pay more attention to self-development capabilities. The conference showed the change in the work methods of rural poverty alleviation workers, the application of participatory anti-poverty method is a general trend.This paper started from the analysis of the new features of the western region in the new era of rural poverty, through the combing of the development process of anti-poverty work in the western region, and the analysis of the similarities and differences of the various stages of anti-poverty mode, we make clear of the advantages and disadvantages of the "participatory" anti-poverty mode. It is because of some common defects of the traditional anti-poverty model, such as target deviation, low efficiency of resource use, the lack of dominant position for poor people, the substantial increase of the anti-poverty effectiveness is greatly affected."Participatory" anti-poverty model has a significant advantage in these areas, after the application within the western region, it has achieved good economic and social effects. Of course, any kind of development model is not perfect,"participation" is no exception, there are many problems to be solved. Through the field study on a typical village in the western region, we analyzed the positive effects brought about by the "participatory" mode, and concluded the pros and cons of the participatory experience, on the basis of the case experience, the article summarizes the problems of "participatory" anti-poverty work, and found out that the main reason for the failure of the "participatory" mode is the contradictions of the foreign theory and the reality of China's western region. Based on the particularity of the western region, combined with the basic concept of "participatory", it is the only way for the development of the western region to model out of a path of development with regional characteristics. We put emphasis on strengthening the dominant social position of the poor, improving the quality of skills of them; defining the new mode of government; constructing the "participation" mechanism in the western region.
