Evaluation On Anti-poverty Strategy For Chinese Rural Area In The Context Of The New Round Of The Western Development

The western development working Conference was held by Communist Party of China and State Council on July5th,2010. Which is the mark of the opening of the new round of western development. The eleventh five years of development plan Which released by the west office of state council pointed out that the poverty problem is most concentrated in Western China. The western china is the main battlefield of poverty alleviation and development. Solving the poverty problem of the western region is the main content and the most important driving force of the western development. Current and the future is the most important period for the west region to deepen the reform and to open the outside world, which is also one of the Periods of strategic opportunities to accelerate the development of the economic. Combination of qualitative and quantitative analysis this article made a comprehensive analysis of the poverty of Gansu province and the reasons of poverty reduce, then summarizes the current problems. At the end, this article analysis the implementation of western development of anti-poverty process of Gansu province,then puts forward views and suggestions for a new round of development of the western at the policy level.The basic conclusion is:Since the founding of New China, Gansu Province’s economic history is the struggle against poverty, anti-poverty history, Gansu Province insisted in the development of poverty eradication, was a great success. Gansu Province, however, anti-poverty task is still arduous, need to recognize that the lack of effectively carry out to promote anti-poverty cause. Rural anti-poverty properly handle the economic benefits, the relationship between social and environmental benefits, while actively to improve the poor areas and poor economic conditions, to strengthen human capital building, and create a good environment for the development, nurturing the poverty-stricken areas self-development capability to be truly effective in promoting poverty alleviation and long-term healthy development of poor areas.
