With the development of economy, varieties of facilities within public buildingshave been completed gradually, which has become an important place of living. A largenumber of facts show that cluster events in public buildings would easily cause personalinjury, property damage and social impact of the more serious events in public safety,And, cluster event within public buildings has become important factors which causeimpact on the normal order of social life. So, it is necessity to improve emergencymanagement capabilities for cluster events in public buildings.In this paper, unexpected cluster event happened in public buildings is viewed asthe research target, systematic research has been done through integrated use of accidentcause-and-reason theory, emergency management theory and gray system theory.Principal content has the following three aspects.First of all, the evolution mechanism of the sudde n cluster accident is analyzed. Abrief analysis of the factors that lead to the sudden cluster incident has been do ne, aswell as the evolution process and elabo ration, and then establish sudde n cluster eventsmod el. Take reference to causation theory of existed accidents, combining with thecharacteristics of sudden cluster event, varieties of deviant behaviors caused by thespecific environment of public buildings and over-intensive crowd lead to the cause ofsudden cluster accident, namely, the interaction of the deviant behaviors of people,objects, environment and information.What’s more, the emergency management operating mechanism of the suddencluster is formulated. Emergency management personnel in sudde n cluster accidentviewed as the starting point, guarantee mechanism and operating mechanism isanalyzed. Combined with emergency features of public buildings, analysis of regulatory factors, namely, the analysis of emergency management of sudden cluster events inpublic buildings has been done. The operating mechanism is established from fouraspects, they are early warning detection, information dissemination, emergencyresponse, monitoring and evaluation respectively, at the same time, analyze their ownimportant role in public buildings.Finally, evaluate the emergency response capacity of sudde nt cluster event. Clusteremergency capacity evaluation is whether regulatory factors have played a role in theprocess. Improved analytic hierarchy process and gray system method has be en usedcomprehensively. In chronological order of emergency management, take reference toestablishment principles of cluster event indicator system, emergency response capacityevaluation inde x system is established through improved analytic hierarchy process todetermine a more reasonable target weight. At the same time, analyze the evaluationmodel of the emergency response capacity of the public buildings based on both graysystem theory, and is validated through an example.The purpose of this paper is to analyze the operating mechanism and emergencymanagement mechanism of sudde n cluster incidents within public buildings. At thesame time, identify the problems existed in emergency response management and otherweakness through the evaluation of response capability of public buildings suddencluster accident. According to such research, draw up more feasible responsemanagement measures to further strengthen the emergency response capacity in publicbuildings.
