Research On The Shaanxi Drought (1927-1932)

The Shaanxi drought, which happened in the 1920s, is one of themost droughts in the history. It has caused unprecedented losses andthe effects. Not only did it cause a lot of deaths and migrations of theShaanxi population, which caused a serious damage to the Shaanxi’social productive forces, but also made the complicated class conflictsand social contradictions more intensified. At the same time, itaffected sustainable development of Shaanxi society and economygreatly and has a profound influence on the modern Shaanxirevolution and political developments.The first part starts from the outbreak of the disaster, through theresearch on the data, I found that this drought has caused asignificant casualties in Shaanxi province. Due to the drought lastinglonger and spreading to a wide range, from 1927-1931, it made afar-reaching influence on the entire Shaanxi society.The second part starts from the analysis of the reasons of thisdrought. On the basis of lots of information、the discussion of thevariety of natural reasons of the drought、social factors and thespecific historical period, I make a conclusion that this drought iscaused by the natural disasters, which lead to the man-madecalamities, and the man-made calamities made the drought moreworse。 On the basis of the analysis of this drought’reasons, the thirdmakes a deeper analysis of social influences caused by thedrought ,including many terms, such as the death of the population、the development of agricultural production. I make an analysis of theserious effects of the drought.The fourth part starts from the government’social management.Facing the serious drought, how to provide disaster relief efficiently isa important issue to the government. Through the analysis ofdata ,the central and local government s are actively taking measuresto disaster relief through many means, such as issuing the disasterrelief bonds、implementing a variety of work relief and urgent reliefand establishing many social relief organizations and so on.The fifth part starts from the actions of relief disasters of thenon-government organizations. The non-government organizationshave played an important role in many ways through its socialinfluence. In this paper, I have talked about the largest disaster relieforganization–China International Famine Relief, it made a bigcontribution to help the people. Otherwise, there are many otherorganizations which have played an important role in the reliefactions, such as the Saiseikai、Ta Kung Pao and so on, and theyincreased the level of social assistance.I make a conclusion at the end of this paper, this drought hascaused a huge social influence on the society. Nowdays, thecomplicated environment, especially the drought, it has restricted thedevelopment of our country’society and economy. I hope people candraw lessons from the history and this paper can provide some usefulvalues for the government’relief activities.
