With the rapid development of economy, the demand of chemicals has visibly increased. Chemical enterprises have to expand the scale of production to meet the growing market demand. Chemical Industry Park as the carrier of many chemical enterprises has created tremendous economic benefits and has become the mainstream of the development of chemical industry models. On the other hand it also brings new safety issues. Chemical Industrial Park as a certain area can bear the amount of the risk is limited. In an acceptable range of risk, it is necessary for Chemical Industrial Park to study the reasonable layout of its chemical enterprises so that it could accommodate dangerous substances as many as possible. This paper considers the layout of chemical enterprises in the park mainly from the safety correlation and relative safety capacity.Based on the safety correlation theory that the former provided and natural condition and industry chain between chemical enterprises, the paper defines the layout of all possible ways. Enterprise relative safety capacity that is under the limit of a certain safety correlation is determined by mathematical model of enterprise relative safety capacity and safety correlation established by nonlinear programming method and safety correlation theory. Then the relative safety capacity and safety correlation of the whole Chemical Industrial Park could be figured out. Through comparing all the relative safety capacity and safety correlation of the Chemical Industrial Park by TOPSIS method, a reasonable relative safety capacity and safety correlation could be determined and the layout which they are responding to is the one that the paper is looking for. The layout method for Chemical industrial Park could supply reference to Chemical industrial Park planning and assessment.
