The Countermeasures Of Petrochemical Enterprise Emergency Management Problems

Petrochemical industry has become a high-risk industry for producing and using flammable, explosive and toxic chemical products. Recent years, emergency rescue work is facing a severe test with various contingencies occurring frequently. The level of emergency management capabilities can better reflect the level of the management of petrochemical enterprises.At present, the qualities of emergency rescue decision makers and emergency rescue persons have no clear standards in the petrochemical enterprises, which make the staff a little confusing, and can lead the underdevelopment of effectiveness of emergency rescue.If the emergency response level of emergency enterprises hasn’t a clear positioning and standard, then it will have unnecessary waste of staffs and resources in the process of emergency rescue.Establishing the training and drill modle of emergency management that fits petrochemical enterprises and having an effective training for emergency rescue persons and the others concerned, can improve their ability of emergency preparedness, emergency response and the reconstruction of disasters to reduce the casualties and property damages while many kinds of emergencies take place.Several problems about emergency management needing urgently to be solved in petrochemical enterprise are discussed in this paper, started with emergency management for dangerous chemicals, the standards for the quality of the emergency rescue decision makers and the rescuers are given; and division of the emergency response level in petrochemical enteiprise is discussed and studied, own methods are given, the application methods of explosion hazard index of Dow Chemical fire are discussed in the petrochemical enterprises; The need for emergency management trainings and drills are analysed, and the patterns and methods of emergency rescue trainings and drills of petrochemical enterprises are given.
