Work safety, as an important guarantee for the stable and fast economic development, has become an urgent issue facing the country and its every trade. In2011, the State Tobacco Monopoly Administration, by examining the characteristics of tobacco industry, issued the Norms for work safety standardization of tobacco enterprises, which thoroughly regulated the methods, ways and standards of safe production and provided administrative and technological support for the work safety standardization of the whole industry. However, it has been merely a short time since the publication of the Norms, and many standards and targets in it are not refined enough. Besides, there fails to be enough related practical cases. The work safety standardization evaluation in tobacco industry is therefore still at the initial stage of exploration. Through a study on tobacco logistics and distribution center, this paper aims to be a contributing attempt in this area.Based on the Norms, and with the logistics and distribution center as its object of study, this paper brings work safety standardization evaluation into tobacco industry. Based on a study of the present situation of work safety and work safety standardization, this paper aims to achieve the following goals:Firstly, through a fieldwork on the tobacco logistics and distribution center and with studying methods like combining theories with practice, integrating qualitative analysis with quantitative analysis, etc., the paper selects from the tobacco logistics and distribution center, two storage centers and sorting&distribution centers in important places as well as one function module information, and works out the evaluation index system for work safety standardization of tobacco logistics and distribution center. Secondly, by comprehensively employing Entropy Method, Fuzzy Comprehensive Evaluation and related theories, this paper builds a fuzzy comprehensive evaluation model, and provides a practical plan for tobacco logistics and distribution centers to put forward work safety standardization construction. Thirdly, through an empirical study on three sample tobacco centers carefully selected, namely, Center A, Center B and Center C, the paper weighs each evaluation target, analyses their relative importance and make a fuzzy comprehensive evaluation, thus obtains relative evaluation results. Finally, based on the analysis of the evaluation results, the paper provides feasible suggestions for tobacco logistics and distribution centers to put forward work safety standardization construction. Some of the suggestions are, for example, to cling to facility administration, to strengthen management in safe production, to set up sound safety organization and regulations, to raise work safety awareness and to strengthen the construction of professional staff, etc.To sum up, this paper, by examining the characteristics of tobacco logistics and distribution centers, sets up the evaluation index system of work safety evaluation standardization, builds a fuzzy comprehensive evaluation model based on Entropy Method and through necessary empirical studies, helps the tobacco logistics and distribution centers to objectively and effectively evaluate their current work safety standardization situation, discover existing problems by analyzing the evaluation results and thus take appropriate measures to keep improving the work safety standardization. This paper is therefore of both theoretical significance and practical value.
