Ever since the reform and opening-up, the average increment speed of plastic productindustry has being faster than that of the national economy in China, reaching over10%and making plastic product industry one of the pillars of light industry. Since the launchingof the10th Five-year Plan in the new century, various economic indicators have beendoubled and kept growing rapidly. The industrial scale keeps on expanding, and innovationon new products, new technology as well as new materials constantly develops. Exportgrowth rises again after the financial crisis, narrowing the gap between China anddeveloped countries with a vigorous growth momentum. With a continuous development,the industry has become the largest one among45industries and19key fields of lightindustry. However, due to the relatively outmoded export structure and incompleterecovery system, the problems of low efficiency of energy use and increase of carbonemission emerge.This thesis firstly reviews the theories and empirical studies in China and abroad onexport rebates and export as well as export and carbon emission. Then, it analyzes thecurrent situation of China’s plastic product industry and the present condition of exportrebates, and further theoretically studies the influence of export rebates on the export ofplastic product industry, and finds that when a government raises the export rebates rate,the cost of the plastic products enterprises is reduced and therefore the output of theexports of the plastic products is increased.Futhermore, through the use of the ComputerMeasuring Software Eviews6.0and on basis of the statistical data, an empirical study ismade on respectively to the relativity between the export rebates and the exports value andto the ralativety between the export sales and carbon emissions. The main conclusions areas follows:The export rebates can have positive impact on the export sales, eachpercentage point increase of the rate of the export rebates generates0.3296percentagepoint of carbon emission; The export sales can have positive influence on the carbonemission, each percentage point increase of export sales causes2.718712percentage pointincrease of carbon emission; A positive relationship is found between export rebates andcarbon emission, each percentage point increase of the rate of the export rebates gives raiseto0.8961percentage point increase of carbon emission.In order to impel China’s economy to transform into a low-carbon development mode,the positive influence of export rebates on low-carbon economy should be fully used to decrease the negative effect. A proper way to deal with the relation between export rebatesand low-carbon economy development should contribute to the transformation of theeconomic development pattern in China as well as the transformation and upgrade of theindustrial structure of the plastic product industry. This thesis attempts to, based onpractical condition, propose reasonable policy suggestions for the development of plasticproduct industry.
