These four aspects respectively for the social and economicbenefits, land investment, reduction of the pollutants discharge,recovery capability ofland. By means of the model we will acquire the developing history from1990to2010in Chifeng.We also found the top is reduction of the pollutants discharge andrecovery capability of land. Overall look,the standard of sustainable use in land ofChifeng is rising.Base on the data analysis,some related theory like system theory, landscapetheory, coordinate with ecological economic theory and the actual situation we putforward the suggestion that about ecological management.Puts forward severalconcrete measures.respectively from four aspects that to ensure land use planning’seffective implementation, strengthen ecological measures to protect the ecologicalland, actively promoting science and technology innovation to promote pollutionemissions’ reduction, Increases the propaganda education efforts.In order to reach arational utilization of the land we shouid build a system which stood in Ecologicalethics’ theoretical height that mixed with concept, policy, economic, technical andplanning in land using. then we can gain both economic income, social income andecological income through reasonable configuration and optimization using in landusing. Trying to break away the "natural history" which is merely to benefit as theultimate goal,to establish the "social history" which contained with moral ethics.And finally, we will realize the ultimate goal-"Sustainable Development".
