As we know power system play a very serious role in the Power facilities.The sameto Forest fire protection systems.And it is a simle way to use a slolar and wind system asa power system to fire protection systems in the mountains far away from city.Solar and wind power generation is one of the most cleanset、 realistic andpromising development and utilization of power generations. In practice,solar and windpower used alone are very serious due to the natural conditions,but there is greatcomplementarity in the time and the space of them.So we can combine the two togetherto form hybrid power system which can solve the intermittent genertion of solar and windalone.this paper used matlab as a tool to plot the IV and PV curves accordding to the modelof solar panels,and also to draw IV、PV curves for actual sunlight in different angles to a50W solar panel as a experiment whiche determines the way to fixed the solar panels.By the wind power output model,we found the utilization coefficient and the tipspeed ratio and other factors have a great effort to the output power of the wind powergenerator.So we divied the operation to three operation area:maximum power tracking,rated speed, rated power operation.And we make a strategy that we make a PWMshort-circuit braking to force the wind power generator speed drop to protect the windpower generator and the power system when there is a big wind.Due to the analysis of lead-acid battery charging and discharging characteristics,decided to adopt the solar cells tandemed, wind generator in parallel to manner thecharge and discharge control of lead-acid battery. we found the negative pulse charging asa kind of high efficient fast charging mode in order to prevent sulfide battery for batterywhich can solve the fast electric charged in the wild area.At the same time according tothe battery charge and discharge characteristics,we user a single chip microcomputer tocontrol the load switched on and off to keep the battery in the fast charge mode all time, controller design and implementation.Without causing excessive battery power loss which can not be quickly filled up. Andcompleted the solar wind controller design and implementation, finally.
