The Preliminary Inquiry On The Method Of Yushu Post-disaster Reconstruction Planning In The Complicated Condition Of Land Property Relations

In the urban planning system in China, the government-led characteristics are obvious. Individuals and non-governmental organizations involving in the planning is a mere formality. With the development of the democratization process in China, urban planning is facing the transformation. However, in the land system, the stage of urbanization, and the extent of institutionalize, China are different from the West. So the relevant solutions are also different. Then Chinese urban planning methods need to be summarized in the planning practice continuously, instead of copying existing methods and theory in the West.After the Yushu earthquake on April14th2010, In housing reconstruction, the post-disaster reconstruction planning faced many difficulties and problems because of the complicated land property rights. This kind of problems had not been solved abroad yet. According to the example of planning of unified-planned and self-constructed area in Yushu’s post-disaster reconstruction, methods to solve the complicated relationship of land property right and the residents’ strong awareness of privacy were studied in Chinese regulation. Then the author pointed out that the planning methods of multiple power fusion should become the correct path for urban planning in China. Later, and revealed the essence and connotation.First, the thesis conducted a detailed combing of the theoretical and practical research progress of the post-disaster reconstruction planning in the condition of complex land property rights at home and abroad. Then, some key factors on planning effectiveness were summed up, such as post-disaster reconstruction organization mechanism, reconstruction of land property rights, residents involved in the planning, reconstruction cycle planning, etc.Secondly, the thesis described the background and difficulties of the Yushu’s reconstruction planning. Introduction to the complicated condition of Land Property relations in Yushu before the earthquake, its derived problems were analyzed. Then two dilemmas faced by the Yushu post-disaster housing reconstruction planning were pointed out:the trouble in land property-reconstruction, as well as general planning methods of non-adaptive.Third, by studying the case of unified-planned and self-constructed area named Deningge, the author described in detail the methods and strategies to get rid of planning dilemma-"1655" planning mechanisms, and analyzed the application summary and effectiveness evaluation of this method in the fourteen unified-planned and self-constructed areas in Yushu.Finally, this essay summed up the practical experience in the Yushu’s post-disaster reconstruction planning, and had the reflection of issues such as the personal security of property rights in urban planning, integration of diversity planning power, the role of planners, and protection of planning implement.
