Building construction and infrastructures development represent the economic foundation of any country.Buildings infrastructures play a very important role for countries for their habitat uses,shelters for services and businesses,but also for their contribution to the physical and aesthetic development of any country.However,they often appear vulnerable to some disasters such as fires.Recent studies show that fire problems affecting buildings are becoming more and more frequent in Cameroon,thus a real problem of the maintenance of the affected buildings.The Ministry of Public Works in Cameroon,in charge of the country's infrastructural development,faces problems of return of investment for new works as well as for maintenance work because the analyzes mention the recurrence of the problems of delays in the work execution.The management of delays in the execution of works remains a long-standing problem in any kind of project,especially civil engineering projects.Despite the modernization and considerable advances in technologies nowadays,project management still presents a major handicap,especially in the developing countries.Similarly,the management of disasters and post-disaster work remains problematic in many countries today.Very few studies present both solutions for circumventing delays management problems,and post-disaster reconstruction works management.The aim of this thesis is to provide a solution in the management of delays,by applying known techniques of project management.The case study selected here is a Post Fire Disaster Building Reconstruction[PFDBR]Projects.The problem was first presented.Studies were reviewed to analyze the depth of the problem of disaster and delays management.Having defined the types of delays and the concept of project management,techniques such as Work Breakdown Structure(WBS),Responsibility Matrix(RM)and Gantt chart plus computer software such as Microsoft Project,WBS Schedule Pro were used in the planning to define the different activities involved in the project and resources persons in charge.With a duration of work initially estimated at 381 days,the use of the scheduling techniques of PERT,network diagram and critical path method made it possible to demonstrate that with a good planning,the project can be executed in 351 days,30 days earlier without jeopardizing the initial objectives.This work done helps to identify the various tasks involved in the project,to determine the responsibility of the available human resources and to work out the time schedule for the PFDBR project.The outcome is that it enables to successfully reduce the project execution time from 381 days to 351 days.This will improve the project efficiency and meanwhile save time and costs.
