With the rapid development of economics in Sichuan province,the water resources shortage and pollution-induced water shortage have been increasingly critical.In addition to the severe imbalance between the supply and demand of urban water resources,it is urgent to find new sources of drinking water.Because of the failure to recover the consequence of the violations to the environment in the conservation areas,the conflict between water source protection and urbanization and the insufficient water supply in Sichuan province,it has been documented that a number of 122 new urban sites of drinking water sources were added,while 137 urban entralized sites of drinking water source have been removed since 2010.Among these issues,the most prominent one is the guarantee of river-type drinking water sources.Therefore,to maintain the stable development of Sichuan province and the safety of drinking water,it is urgent to establish a scientific and reasonable safety evaluation system for site selection for river-type drinking water sources for Sichuan province.Based on the theory of site selection of water source area and the practical situation of Sichuan province,the model for safety evaluation of site selection of the river-type drinking water sources in Sichuan province was developed.The reliability and practicability of the model evaluation system was validated by the siting schemes of Luzhou and Dazhou water sources in Sichuan province.Then,the model was visualized and applied to the site selection of the second water source of a city in Sichuan province.The research results are as follows:(1)The index system of siting safety assessment of river-type drinking water source in Sichuan province was established.Based on the relevant laws and regulations,literature and the practical situation of Sichuan province,the evaluation index system comprising 5 criterion layers,15 evaluation layers and 36 index layers was constructed.The five criterion layers covered environment-society-economy,guarantee of water yield,water quality,risk control and the feedback response mechanism.Moreover,the methods of assessment to the risk of pollution source and water quality classification were improved.(2)The safety evaluation model of siting safety assessment of river-type drinking water source in Sichuan province was established.Firstly,the evaluation criteria and grades were reasonably set according to the classification of evaluation criteria.Secondly,the fuzzy comprehensive evaluation method was used to constructed the safety evaluation model of site selection safety evaluation for river-type drinking water source in Sichuan province.In the fuzzy comprehensive evaluation method,the weights of indexes were ascertained by AHP method and AHP-entropy method.The feasibility and optimality of the site selection scheme were also evaluated.Finally,to make the evaluation results more objective and reasonable,five indicators with international warning lines or objectives of urban planning were selected to set up the acceptance line of the model.(3)The model of site selection safety evaluation for river-type source of drinking water in Sichuan province was verified.The model was applied to the selection of drinking water source site in Luzhou and Dazhou,Sichuan Province.The evaluation results of the two cases have passed the testing of feedback indicators,which validated the reliability and practicability of the model.(4)The site selection safety evaluation system of siting safety assessment for river-type source of drinking water in Sichuan province was developed.Based on Visual Studio 2017 software and C# language,a system for site selection safety assessment to the river-type drinking water sources was developed.This software operates through the input of basic data such as environment-social economy,water quantity,water quality and pollution sources,which screen out the siting scheme that meets the laws and regulations.Then,the safety score of each index is calculated,and the comprehensive evaluation result of each siting scheme can be presented.Making the assessment process faster and more efficient.(5)Application of the system.The system was used to evaluate the alternatives of five water sources in a city.From the results of the evaluation of safety level,all the five alternatives resulted in fine status.The scores of all the 5 alternatives were higher than the qualified line.Those assessment results of safety scores were: scheme 1(79.105 points)> scheme 2(78.439 points)> scheme 5(76.115 points)> scheme 3(72.402 points)> scheme 4(69.951 points).The safety levels of plan 1,plan 2 and plan 5 were excellent,while the safety levels of plan 3 and plan 4 were good.Therefore,according to the evaluation results,the first scheme was selected as the site with the excellent level and the highest score.Meanwhile,to enhance the security of the recommendation scheme,some suggestions and measures were also put forward according to the problems existing in the recommended scheme.At present,the results of this application have been adopted and applied by the Municipal People's Government of the city.
