Water conservancy and hydropower project has large scale and single projectsenjoys a relatively large number, which increase the difficulty of construction. Thecomplexity of its technology demands us to work in strict accordance with the standardsin construction and infrastructure program. The long duration increases the possibility ofaccidents. The environment and condition of the project are poor and rough, whichincreases the risk of construction. Based on these basic features above, it is demandedthat we should put the safety in the first place, guarantee the safety of all personnel atconstruction sites and reduce those unnecessary economic loss. Nowadays, the safety ofwater conservancy and hydropower project is not optimistic. This industry becomes adangerous one with so many accidents, which attracts more and more professionals andacademics’ attention. Water conservancy and hydropower project becomes the basicindustry of the national economy. As long as any accident happens, the project could notbe finished according to the schedule, the personal injury and the direct and indirecteconomic losses is not imponderable. Thus the safety management of the waterconservancy and hydropower project is imminent. To guarantee the smoothimplementation of the full security measures, construction personnel follows thespecification for safety operation.. Safety management personnel implement safetymeasures and check and perform all their respective duties to guarantee security. In termsof construction safety management, China makes tireless efforts, but the results are notgood. Construction safety is a logical and complete engineering system which is alwaysan important task is to explore and study.Hazard is the root of accidents, also, it is the fundamental cause of accidents. In thispaper, taking the hazard in the construction site as the research center, and it expoundsthe basic concept of the hazard, elements and the relationship between the dangeroussource and accidents. Based on the construction period and the organization design, wecould get the construction network plan. The identification of hazard should be done ineach construction network plan, and the hazard should be classified to five aspectsincluding management, environment, man, material and machinery. In the process ofeach step in construction, the risk source would be identified in a specified period of time,using the PDCA cycle mode, and the identification of hazard source comes out to adynamic and rising state. The improved LEC method is used in the evaluation of the risk, getting the score.The score is used as the initial condition of the fuzzy pattern recognition method, and themethod is used to do the evaluation of one construction process, getting the degree ofsafety. It lays a foundation for making and correcting the risk control measures,improving the hazard management system.According to the comparison of the construction network plan and risk managementprocedures, we can get different risks because of different processes and different time,and the improved measures could be made to perfect the theory system, also, it has apositive meaning to the safety production of water conservancy project. Finally,analyzing the lack and the limitation of the work, do prospect for future research.
