Quality, as One of the key factors in social and economic development, get more and more attention in the community. With the state’s investment in infrastructure, project quality management has become study concern, and it determines the critical success of project. Water conservancy and hydropower project, as the country’s livelihood projects, related to long-term development of national economy, but because it involves many factors and complex relationship, and did not establish an appropriate quality management system and quality management method. This paper establish its quality evaluation system combined with fuzzy comprehensive evaluation method by studying the quality of water conservancy and hydropower project management features, and provide the basis for the realization of its quality control.In this paper, the domestic and abroad water conservancy and hydropower project of quality evaluation system is analyzed, and we know that although the current domestic have developed a series of engineering quality regulations, but has not yet formed the scientific quality evaluation system, so appropriate regulations of quality control is lack.The theory of quality management, project quality management is elaborated, and focusing on analysis the quality management and quality assessment methods of water conservancy and hydropower project, and describes several current common quality evaluation methods. Affect the quality factors of water conservancy and hydropower project were analyzed, from the various stages of project to complete the analysis, given the quality evaluation of water conservancy and hydropower project.Meanwhile, according to the characteristics of fuzzy comprehensive evaluation method, combining the quality of water conservancy and hydropower project factors to establish a multi-level fuzzy comprehensive evaluation model. And the upper reaches of Jinsha Yebatan River hydropower project as an example, study the quality assessment method from quality construction status, based on the characteristics of project, the specific application of fuzzy comprehensive evaluation model, the quality of Jinsha Yebatan River hydropower project, and then evaluate the outcome.In this paper, the proposed method has strong practical and feasible, in order to provide a basis for quality control of water conservancy and hydropower project construction.
