Anji county locates in the northeast of zhejiang province and is in the upstream region of Xishao river which belongs to the Taihu River Basin. Each year, it is affected by typhoon and plum rains. And plus strong convection weather in midsummer, so precipitation is abundant there and it is easily effected by short time rainstorms. The paper chooses middle and primary schools in Anji as an object of study. Through analysing rainfall materials of Anji county, the paper obtains rainfall waterlogging’s influences on the safety of school houses and determines safety assessment grades of school sites, which can provide scientific theory evidence for policy makers to lay down flood control and disaster reduction measures. Meantime, through strengthening propaganda and setting up early warning information management platform, we canelevates emergency command skills more directly and effectively. The results show that:(1) Based on daily rainfall data of Anji county and through analysing yearly characteristics of precipitation, we reach a result that the mean annual rainfall is1385mm. Up to Laoshikan average annual rainfall is1541mm, the minimum of Meixi of1259mm. Through analysing annual precipitation, we can see that annual precipitation shows a fluctuant increase trend.(2) The whole year rainfall distribution is a unimodal curve. June, July, August and September are the most concentrated rainfall months, and respectively makes up.15.38%、11.67%、12.71%、10.16%of the whole year rainfall,totally make up49.92%. November, December and January and February in the next year only make up17.08%of the whole year rainfall.(3) Rainfall concentration of every year is relatively stable, and its changing tendency is the same as yearly precipitation. Meanwhile, according to the mean annual rainfall isoline chart of Anji county, we can conclude that the mean annual rainfall of Anji county has a general increasing trend from north to south.The same time, due to the uneven distribution of rainfall season, from June to September rainfall accounts for about50%of the annual rainfall, usually in the summer floods, and more major floods occurred in mid-June to mid-September, especially the typhoon flood season.The typhoon brought heavy rain, concentrated rainfall easily cause floods.(4) Campus site in Anji County,59schools (76sites),12schools by two kinds of factors at the same time. Which up to40the number of sites along the river campus, followed by flash floods campus sites25,21of the dangerous reservoirs downstream one of the waterlogged area and detention basin.(5) According to rainstorm waterlogging’s has a different effect on school sites, we divide school sites as the slightly affected, more affected and severely affected. Combined with relative evaluation criteria of school sites in Anji county, after analysis we can conclude that there are37 safety schools(52school sites) and7latent-danger school(7school sites) and15dangerous school(17school sites) in all the current school sites.(6) According to actual conditions of current school sites, we correspondingly divide those as safety area, precautionary area and dangerous area. We bring forward that we should draw out the pre-warning classification scheme so as to offer scientific theory evidence for policy makers to lay down flood control and disaster reduction measures. Meanwhile, through setting up early warning information management platformand strengthening propaganda, we canelevates emergency command skills more directly and effectively.(7) Because rainstorm waterlogging can cause huge economic loses, its prevention should implement people oriented principal and comprehensive, coordinated, sustainable scientific development viewpoint. We should basic on its unique characteristics and combine actual state and then make general measures of disaster avoidance and disaster prevention. Its prophylactico-therapeutic measures should be established in overall planning and prevention first and combined prevention with remedying. At the present stage, to reduce casualties and economic lossesshould be deemed as the primary goal.
