As the most important subsystem of city system, urban road traffic system accounts the foundation of urban development, and takes great sense on economy development of the whole city. Beijing has announced the construction goal of Word City in recent years, which set up higher and higher requirement for the urban road traffic system in Beijing. Researching the sustainable development capacity of urban road traffic system in Beijing could not only make further cognition of road traffic system, but also be of important significance to make clear and definite the development state of road traffic system, so researching the sustainable development capacity of urban road traffic system using the scientific model is particularly important.Firstly, the paper analyzes and discusses the intention of sustainable development of urban road traffic system in the view of sustainable development, and then researches on properties of sustainable development of urban road traffic system from six aspects like sociality. Then based on the system analysis about the influence factors of sustainable development of urban road traffic system from nine aspects like road traffic policy, traffic management system, urban traffic investment, the paper constructs evaluation index system of sustainable development capacity of urban road traffic system and provides quantification methods of each index. And then the paper analyzes applicability of extension theory to the sustainable development capacity of urban road traffic system, By determining matter element,correlation function, weight, relational degree and level characteristic value, builds up a sustainable development capacity mode of urban road traffic system according to matter element analysis. And the paper sets up weight method based on analytic hierarchy process and entropy method. Finally, taking Beijing as an example, the road development situation of Beijing is studied by qualitative approach, while the sustainable development capacity of urban road traffic system during the years from2002to2010is studied by quantitative approach, the paper comparative analysis the calculation results and urban road traffic system development practice.
