Water transport is the main mode of transport in Chongqing's foreign trade,which plays an important role in connecting the east and the west.With the establishment of the Chongqing shipping center in the upstream of the Yangtze River and the establishment of a large number of modern ports such as Cuntan and Guoyuan,the function of the Yangtze Gold Waterway has become increasingly prominent,and the position of water transportation in Chongqing's comprehensive transportation system has been further enhanced.In recent years,under the background of the continuing downturn in the international shipping market,Chongqing Water Transport shows an increasing trend,But the growth is accompanied by various uncoordinated,such as inconsistency between supply and demand,inconsistency of ship capacity structure,inconsistency of port size,etc.Today,with the increasingly contradictory development of inland waterway transportation,it is urgent to seek a new development model to improve various inconsistencies and promote the healthy development of inland waterway transportation.sustainable development is an important content of scientific outlook on development,and sustainable development of inland waterway transportation is a new concept which is generated by the integration of inland waterway industry and sustainable development.It has been widely studied by scholars at home and abroad.Sustainable development of inland waterway transportation is regarded as the goal and direction of waterway development.In order to deeply explore the theory of sustainable development of water transport and apply the theory and method to practice,This paper relies on the scientific and technological project of Chongqing Transportation Bureau "Chongqing Shipping History",taking the current situation of Chongqing's water transport development as the breakthrough point,focuses on the evaluation of sustainable development of water transport in Chongqing.In order to evaluate the sustainable development ability of Chongqing water transportation,Firstly,the characteristics,problems,opportunities and challenges of Chongqing's water transport are analyzed.Secondly,based on sustainable development theory and system theory,the definition,objectives,connotation of sustainable development of inland waterway transportation and the concept,structure,interrelationship and system characteristics of sustainable development system of Chongqing waterway transportation are put forward respectively.The sustainable development system of Chongqing waterway transportation is divided into three subsystems: transportation production,coordination and environment and security.Then,based on the analysis of the characteristics of Chongqing's water transport,the theory of sustainable development of inland water transport and the system analysis of sustainable development of Chongqing's water transport,guided by the principles and methods of establishing the index system,the evaluation index system of sustainable development of Chongqing's water transport with five levels and 37 specific indicators is constructed.Finally,the sustainable development ability of Chongqing's water transport is evaluated by using the entropy method and the entropy-matter element extension comprehensive evaluation method respectively.The evaluation results of the entropy method show that the sustainable development of Chongqing's water transport shows an overall upward trend from 2010 to 2016,and the sustainable development capacity value has increased from 0.0511 in 2010 to 0.8426 in 2016.The results of the entropy-matter element extension comprehensive evaluation method show that the characteristic value of Chongqing water transport sustainable development grade changed from 3.7076 in 2010 to 1.7697 in 2016,and the sustainable development ability increased from the grade 4 to the grade 1.By comparing the results of the two evaluation methods,the following conclusions are drawn: Entropy and Entropy-matter element extension comprehensive evaluation method are the quantitative and qualitative evaluation of Chongqing's water transport sustainable development ability,respectively.The correlation between the two methods is 0.980,which verifies the The Correctness of Evaluation Results by Entropy Weight Method and applicability of Entropy weight matter element extension model into Chongqing's water transport sustainable development evaluation.Finally,based on the theoretical description of sustainable development of water transport and the evaluation of sustainable development capability in Chongqing,the countermeasures and suggestions for sustainable development of water transport in Chongqing are put forward respectively for transportation production subsystem,social economic coordination subsystem and environment and safety subsystem.
