With the development of China’s economy, the demand for fast goods is increasing rapidly. Parcel transportation is the main direction of railway fast goods transportation. The existing products of railway parcel transportation include Parcel and Post Express Trains, Parcel Express Trains and Baggage Cars. These products meet the requirement of people that speed, convenience, safety and so on. At the same time, the development of the high speed railway causes deep influence on railway parcel transportation. On one hand, when the high speed railway opening, the capacity of existing lines will be released. The further development of railway transportation will have a better condition. On the other hand, most passenger trains on existing lines will be canceled. The volume of baggage cars will drop.In order to make up the loss of freight volume of baggage cars, explore potential customers, and expand the railway transport market, this paper puts forward a new product called Baggage Express Trains. The paper study the transportation organization of Baggage Express Trains on Jingguang and Longhai Lines. The main research contents include the following:(1)Analyzing operation technology conditions ofThrough analyzing the conditions of Baggage Express Trains’operation, the paper decides the level of line, type of locomotives and operation conditions of station.(2)Researching of related methods of Baggage Express Trains’operation design According to the characteristics of Baggage Express Trains, the paper analyzes the influence factors, and establishes the operation plan model. Choose the appropriate forecast methods to deal with historical data and forecast the volume.(3)Analyzing and designing the operation plan of Baggage Express With the Jingguang and Longhai Lines, for example, the paper chooses some appropriate transport node, then analyzes the operation plan’s design of Baggage Express Trains.
