Compared to the common roads, the highways have many characteristics such as theonly wayleave for cars, large traffic capacity, central reservations, high speed, gradeseparations in all of them and so on. So the highway construction has great work amountwith high cost. It can be considered that the highway construction have the features ofcomplex process and large invests.With the growing integration in the national highway construction market and theincreasing number in the highway construction enterprises, the highway constructionenterprises, in order to stand out in the numerous competitors, not only need rich technicalforce and advanced construction machinery and equipment, but also need a set of scientificmanagement tactics. The highway construction organization design, as the guidancedocuments for the highway construction and management, is the base for the constructionenterprises to conduct management.Construction organization design is one important method to realize the targets of lowconsumption, high quality, low cost and maximum economic benefits. At the same time, it’salso one significant measurement for the construction enterprises to correctly handle thevarious contradictions in the specific construction process between humans and things,supplies and consumption, time and space, profession and cooperation, quality and quantity,production and management, technology and equipment and then organize the elaborate andbalanced, planned and orderly, reasonable and scientific construction production.From the aspects of operational research and construction management, theconstruction organization design aimed at the construction complexity, is to study how toorganize and plan the whole construction process of a proposed projects. Through the overallplan and design, organization and construction, coordination and control, the constructionorganization design uses the modern management technologies and measures to reasonablyand efficiently plan, organize, coordinate and control the construction of high benefits andoptimize and reasonably allocate the production factors. To find the most scientific andreasonable construction organization and methods, the design makes the best arrangement ofthe factors of labor, project fund, material, mechanical equipment and construction methods in the construction projects, and positively coordinates the relationships between thesupporters and the different works to obtain the best effects and the most economic benefitsfrom the project construction.The Longqing Highway Section11project begins from the Zhenlong village in Jimocity, then southwards to the north Kaihe village and at last ends in the south of ChengyangDistrict Xifu town. The designed mile of the route is from K140+150to K147+742.5(witha break at K145+893.271=K146+314), whose whole length is7.172miles. The constructionincludes the building projects of roadbed, pavement, bridge and culvert, protection anddrainage, and also includes the asphalt concrete bridge deck pavement in the twelfth,thirteenth, fourteenth and fifteenth contracts. In details, it includes: the63million cubiccutting and122.6million cubic fill of roadbed;31.2million square meters asphalt concretepavement and3.25million square meters cement concrete; a large bridge of157meters, twomiddle bridges of153.1meters, one small bridge of43.04meters, one separated overpassbridge of97.06meters, five passageway bridges of138.62meters, two box channels of134.7meters in crosswise, two overline bridges of168.42meters, one box culvert of66.6meters in cross direction, four slab culverts of183.96in crosswise; the Xifu interchange setstwo overpasses of192.12meters, three middle bridges of132meters, one overline bridge of66.32meters, one box culvert of36.9meters in cross direction, three slab culverts of92.3incrosswise.Based on the Longqing Highway Section11project, this paper conducts the researchworks as follows:(1) It clears the basic components of the highway construction organization design andintroduces a multi-objective optimization method of evaluation indexes for the constructionorganization design. It uses the analytic hierarchy process to compare the highwayconstruction organization design schemes, ensures the evaluation index system for thismethod, discusses the computing method of each index weight, and at last, uses this methodto the scheme comparison and selection.(2) According to the related theory and combine the characteristics of the Longqinghighway section11project, a economic, reasonable, highly operable construction organization design scheme is made up. This scheme mainly includes seven categories:project profile, construction overall arrangement, construction programmer, the constructionsupply plans for equipments, labor and material, construction general layout, mainconstruction plans and technologies, project time guarantee system and the quality guaranteesystem.
