The Implementation Phase Of The Highway Cost Control Method Under Contract Pricing System

From the perspective of the "12th Five-Year Plan, China’s highwayconstruction scale and investment is still in a state of rapid growth, at the sametime,in the project construction, the" three excesses "and overestimate the riskcalculation is becoming increasingly apparent. Highway construction at this stage isusually around the contract to carry out, and the highway project implementationphase of the project cost control is more practical than other stages, so it is necessaryto establish the valuation system as a center of the contract and study highwayconstruction cost control method under the system.the paper bases on the contract valuation system, refers to the research andapplication of project cost control at home and abroad, the implementation phase ofcost control methods on the highway project under the system. This papersummarizes the cost control research present situation at home and abroad; based onthe analysis of contract price characteristics and the contract valuation system, itdefines the concept of contract pricing system, analyses the effect of contract pricingsystem, and build the basic framework of the contract pricing system; systematicallyanalyzes the the main elements of the system, focuses on the analysis of"price",including the scope and requirements of pricing, risk sharing agreement andthe method of valuation agreement, and the" settlement" and" adjustment" on theframework and procedure are discussed; it establishes a claim matrix and the optimalcontrol model, on the implementation process of contracts, and uses the analytichierarchy process and fuzzy comprehensive evaluation method to evaluate theimplementation phase of the actual highway contract execution state, when theexecution of the contract happen to deviation, the owner can use the claim matrix todetermine the owners of their own responsibility weights, using the optimizationmodel can determine more reasonable claim amount, so as to achieve theimplementation phase of highway project cost control; finally, combining the WShighway project case, it applicates the claim matrix and optimization model toanalyse the highway project implementation phase of the project cost control and itverifies the applicability of research results.
