In today’s China, in the tide of market economy, as a kind of agreement andcontract, almost the majority of economic activities need contract, to define thecontract between the parties rights and obligations. Contract penetrates the wholeprocess of engineering project contract management and makes the rights,responsibilities and obligations of all parties concerned in the stages of projectconstruction contract constraint. Class of current construction engineeringconstruction enterprise, in the face of complex changes in the external environment,more and more high to the requirement of the management level, particularly in themanagement of engineering project contract as well as its risk management, it is thekey factor that will decide the fate of the enterprise. Currently in engineering projectcontract management is also facing many problems, such as inadequate legal basis ofcontract, contract specification and draft contracts, etc. These questions posed a riskto the enterprise, for the smooth completion of the construction project of hiddendangers.Contract risk management is an important means of standardize constructionengineering market. Contract management, especially contract risk management andcontrol is increasingly brought to the attention in today’s society.Solid contract riskmanagement is an important source of competitive advantage for a enterprise.Strengthening the contract risk management is the important way to safeguard andmaintain the interests of the enterprise. This article firstly introduces the selectedtopic background and questions about contract risk management are put forward inthis paper. then the related theory of contract management and risk management arebriefly reviewed, and the second to China railway13th bureau of Shenyang branch ofcontract for construction project management present situation and the paper hascarried on the simple analysis. Finally the paper put forward some countermeasures on how to reduce contract risks and strengthen the contract management:(1) establishconsciousness of engineering contract risk management;(2) improve the personnelquality of the company contract management;(3) set up and improve the enterprise’scontract management system;(4) control process contract management process.China railway13th bureau of shenyang company has many insufficient places incontract management for a number of reasons.Through the analysis of this article,it pointed out that shenyang company in13thbureau of China railway need to pay attention to the five aspects in enforcing thecontract risk management and control aspects:(1) Optimize the companyorganization,(2) to establish and perfect the enterprise contract managementsystem,(3) the specification of construction project contract behavior,(4) fullinvestigation and study for the contractor,(5) contract construction project design.
