Pure electric vehicle is one of the main development directions of new energy vehicles, because of the advantages of energy saving, environmental protection more and more attention has been paid. The charging station is the infrastructure which supplies energy for electric vehicles, so the planning and construction of charging stations have been done before electric vehicle would spread widely.The existing charging stations planning methods mostly are the methods that meet a variety of technical constraints and establish the optimization function of the investment, operation and maintenance costs to determine the location and capacity of charging stations. In practical terms, the station sites elected by this kind of methods which not considering geographic factors is likely located the areas are not suitable for the establishment of the station area, such as lakes, narrow streets, commercial centre, so we have to adjust the optimization results. In addition, due to the ownership of electric vehicle and charging requirements are different in different regions, different, but these methods assume that all the charging stations in different regions have the same capacity, which is clearly inconsistent with the facts.To solve the above problem, this paper proposes a method to the charging station locating. Make the investment, operating costs of charging station and charge loss costs as the minimum goal, establish the optimized model of charging stations siting in the region; The model considers the ownership of EV, the candidate sites for location, the driving distance, the costs of empty, buckling factor of the roads, average daily driving distance, energy consumption of100km, battery capacity and other factors, takes service radius and daily maximum charge capacity of the charging station as constraints, make the minimum cost as target and establish an optical location model of charging station for passenger vehicles. And particle swarm optimization is used to design the solution process of the function.Considering the travel value of users in peak hours, using queuing theory, make reasonable assumptions about the random behaviors and time of charging, considering the operating costs of the charging station and the costs of passages for waiting, time cost function of charging station queuing system is built to figure out the optimal capacity when the overall costs is lowest. For the proposed method, the paper not only gives the solution algorithm but also writes the computer program and visual interface with Matlab. And the method is also verified by numerical examples, the results show that the method is feasible, effective, and can solve the problem of charging stations capacity optimization.At present, the electric car charging stations have not yet mature mode of operation, even though the country has built many charging stations, but mostly in the technology verification and demonstration phase, not yet put into a formal commercial operation, so the research on operating mode is necessary. The paper takes a research on the mode of operation of the charging stations, analysis the advantages and disadvantages to build charging stations in different ways,, a variety of charging business classification and process, the benefits of charging stations and future business cooperation mode.
