| In order to secure the operation of road, the road traffic safety evaluation in advance is a key approach to find and control the traffic potential safety hazard effectively and immediately in the process of road construction. In addition to this,the recognition of potential safety hazard lies to the concerned reasonable safety evaluation methods which are the foundation of beforehand evaluation to road traffic safety. Based on the actual project practice for seven months in the third-party safety evaluation agency, and the researches at home and abroad, the paper proposes to improve existing safety evaluation methods, which is adapt to road traffic project during starting-building, and combines the improved method and the existing methods into a new combined evaluation method, and then, connecting the actual situation that quantitative evaluation can be introduced into the road lines design and traffic safety evaluation unit in the road safety pre-evaluation report, the paper integrates the combined evaluation method into the evaluation link of road lines design in the evaluation unit, to rich the varieties of safety evaluation methods in the road safety pre-evaluation report of the third-party safety evaluation agencies, the method can realize to apply both qualitative and quantitative into the safety evaluation. Finally, the paper requests the combined safety evaluation method to a actual road safety evaluation project, and analyzes the application effect.Firstly, the paper improves the suitability of road conflict technology and road safety evaluation method based on fuzzy logic theory, according to the characteristics of the definitive assessment object.Secondly, the improved traffic conflict technology as well as the modified traffic safety evaluation approach on the obscure logic theory will be combined respectively with relevant evaluation methods. With the combinations, there will be formed into operation-speed and harmony combined evaluation approach, segment-parking and vision-distance combined evaluation approach and also the modified traffic safety evaluation of combined approach on the obscure logic theory.In the last part, the realistic expressway constructing project will be set as a sample to make those approaches mentioned above into practice and finally achieve the inadequacies of new evaluation method.This thesis serves newly beforehand evaluation thought, and the specific steps that the evaluation method integrates into safety report to the third-party safety evaluation agencies.
