China is one of the countries in the world where disaster occurs frequently with serious loss. As a basic aggregate of modern city, community is full of buildings and citizens. Once it suffers a sudden disaster, economic loss and social influence is enormous. In recent years, more and more interests have been focused on the capacity of disaster prevention and mitigation in community at home and abroad."National Disaster Prevention and Mitigation Plan (2011-2015)" has clearly emphasized that "the capacity of disaster prevention and mitigation in region and urban and rural areas should be strengthened, as well as the application research of key technologies such as Remote Sensing (RS), Geographic Information Systems(GIS), navigation and positioning, triple play, Internet of Things and Digital Earth ect, in the field of disaster prevention and mitigation". Therefore, it has great significance to establish community disaster prevention and mitigation resources management system for building a harmonious and safe society and highlighting the strategy of sustainable development.Based on the status of the community, research and relevant literature, modular design was used to develop the community disaster prevention and mitigation resources management system with Visual C++2005and ArcEngine platform.The main findings of this thesis are as follows:(1) Providing the basic operation of map and the editing operation of community resources, with a good man-machine interactive interface that makes the operation simple and straightforward;(2) Establishing the attribute database related to community disaster prevention and mitigation resources on SQL Server2000database, spatial database and network data set with an example of one community through ArcSDE technology; achieving the individual disaster assessment and optimization, the comprehensive assessment and optimization and the proportionality assessment and optimization based on attribute datas and the resources assessment model; besides, trying to achieve network analysis on the basis of network datas to provide auxiliary support for the related functional departments’emergency decision;(3) Providing a user classification management system, well-bedded, which basically guarantees the sharing and security of community datas, keeps recording logfies of operation of the system and blocks or locks illegal operation to ensure datas integrity and facilitate the maintenance and management of the system.The multi-disasters information integration and information sharing have been realized initially in the system, which lays a good foreshadowing for improving the integration and comprehensive utilization of disaster prevention and mitigation resources information as well as the subsequent development of system.
