For the present stage,the rural road plays an important rolein rural economic construction and people's daily lives.Recent years has been a great development of China's rural road,but the totalis still showing a lower level,and can not adapt to the requirement so feconomic growthin ruralareas and rural living standard simprove,the main problems include:inconsistent understanding of the concept of ruralroads,rural road planning,development direction and the principles and policiesin connection withth ecoordinated system department.Limiteddue to the investment of the state of rural roads,coupled with the emphasison local government is not enough to make the conservation of the rural road has not been an effective protection,capital has always been no stability,poor road conditions;uneven development of the various regions;rural roads the conservation concept unscientific,there is the problem of construction and mainten anceun coordinated.In the paper,western Hunanrural road management and conservation status,the first to analyze the specific situation,combined with the rural road Construction and mainten an cepolicy.Review of the Rural Highway Construction and Maintenance of the status quo.The conservation status of rural road management and structural character ization is been researched according to a certain rural high way network in Hunan province.Analysis the standards of technical condition and repair and maintenance of the road bed,road,bridge and the facilities along the road.Summarized and detailed analysistheir effective treatment methods of major diseases of rural road.Proposed to establish clear account ability for each areas of management and conservation of rural road work,included the scope of the government's administ rative work,to ensure the conservation funding stability.The management and conservation of rural roads separated in an effort to road maintenance market,the establishment of a comprehensive assessment system maintenance and management system.Focuses on the aspects of the variation of PCI.The RPSI index of rural road evaluation is determined by staticand dynamic deflection.And model which use to Evaluation of rural road performance evaluation is obtained by Comprehensive Weight Method.Pavement performance prediction model is obtained by Variety of forecasting methods.Performance decay equation Suitable for ruralroad is obtained through rural road performance decay equation in and abroad,and also calibration parameters of the equation.Performance decay of Asphalt and concrete pavement is predicted by modelof gray and deterministic.Including functional performance,structural performance,structural capacity,security,performance and appearance properties,rural road performance is system atically studied.Combined with domestic and international experience,the asphalt and cement concrete pavement performance indicators and evaluation system is obtained,respectively on two different forms of the pavement structure prediction methods identified using gray system theory and Markov probability prediction method of combining the use of rural road performance prediction,combined with examples of Sangzhi County,Hunan Province were analyzed.For rural road maintenance management system for decision-making optimization problems,the scope of the maintenance is divided into two kinds of network-level and project-level type,description of system definition and its optimal decision method of operation,maintenance and management to determine the network-level decision-making problem can be divided into multiple target non-deterministic decision problem.A detailed analysis of the various types of multi-objective mathematical problem is conduct.Establishedthe framework and models road includes network-level and project-level decision optimization Maintenance Management System.Introduced evaluation such as kpc,and AADT to determine the funds,personnel and conservation area,and other conditions of the PCI and the opportunity cost optimization,project-level decision-making model using a decision tree-based prediction methods is compared with the last good prediction results.Study rural road mainten anceled the balanced development of China's national economic level has profound significance for rural road arerural residents to connect an externalties of the city,therefore,essentialto improve the quality of people's lives,and to promote the development of a harmonious society.Therefore,a critical period for China's economictake-off,we should strength entheemp has ison rural high ways.
