The Theory And Application Research For Housing Construction Design Budget Control

Design stage in the whole house construction projects spends shortest time andlowest funds. But the design stage has the decisive effect for the whole projectinvestments. The main idea of the budget control in design stage is to control it inadvance which can effectively control the project cost. How to control the cost in thedesign stage for house construction by use of existed theory and methods hastheoretical and practical significance. The project budget control in design stagemeans to control the project cost in reasonable scope according to the approvedconstruction cost limit by the design company by use of certain methods, thecooperation between the designer and cost personnel, and optimizing the projectdesign proposal. The project budget control in design stage is very important for therationality and economically of the construction. This article, based on the conclusionof budget control research documents domestic and overseas in design stage,systematically discussed the theory and methods of cost control for the houseconstruction in design stage.(1) Based on systematic engineering principle, constructed a three-dimensionalstructure of the house construction cost control system. Based on the time dimension,logic dimension and knowledge dimension to discuses the cost control principle andmethods for the house design cost control system, Proposed limited design method aswell as systemic procedure. Use project WBS method, systemically discussed thehouse design cost with examples, and according to the stage and procedure of thehouse construction design, proposed the system process and corresponding controlmethods.(2) Based on the system process of house construction design, analyzed the costcontrol factor in house design stage, discussed the evaluation index for economic andrationality in design, analyzed the application of the Analytic Hierarchy Process in theproject design for evaluation index confirmation, the use of Fuzzy ComprehensiveEvaluation for the project design comprehensive evaluation, as well as the applicationof the Value Engineering for project optimization.In schematic design stage, by use of Analytic Hierarchy Process and FuzzyComprehensive Evaluation, the project usability, artistic, safety and other index can beoptimized. In the preliminary design stage, the Value Engineering can be used to optimize the design proposal, make the project function better. In the constructiondrawing design stage, by use of WBS cost disassemble, combine with ValueEngineering, can distribute the total design cost to each component part to match thebalance between cost and function.(3) As an example of Hunan Forest Design Institute design, combine the systemengineering principle and system engineering methods, the project schematic designstage, preliminary design stage and construction drawing design stage successfullyimplement the house construction cost control system and corresponding controlmethods and obtain satisfying result.
