Research On Route Planning Assessment Model Based On ECS

Route planning is the primary task to ensure a vessel navigate safely and Economically at sea,it is a both complex and important work, how well the work is been done will not only directlyaffect the safety navigation of the ship at sea, but also affect the operational efficiency of theship.IMO and the Manila amendment of STCW Convention stressed the need to focus ontraining and assessment of seafarers, chief maritime authorities in China set route planningassessment examination as one of the important assessment issue on seafarers competenceexamination, the purpose is to examine the assessed seafarer’s ability to correcting andsupervising nautical books and materials, the ability of route planning by assessment, so as tomeet the requirement of the seafarers competence examination of Manila amendment of STCWConvention and the Maritime Safety Administration of People’s Republic of China.At present, route planning assessment examinations in china is a combination assessment ofthe theory test and practical operation, and such assessment methods exists multiple problems inthe assessment process which needs a rush solution. In order to solve these problems, enhancingfairness and justice in seafarer’s assessment, boosting correctness,rationality and objectivity inprocess of assessment, some domestic scholars have put forward some constructive suggestions,but have failed to propose a specific implementation plan. Set what mentioned above as a goal,this article initial the study on assessment model based on ECS.Firstly, According to the requirement of Manila amendment of STCW, outline and standardof seafarers’ competence assessment Promulgated by Maritime Safety Administration of P.R.C,comprehensively analysis the impact factor of route planning assessment, and proposed themodel of route planning function model.Basing on deep research and analysis on thescore-given criteria, establishing evaluation index system via involved assessment factors,constructing assessment model. Via analyzing and comparing variety mathematical assessmentmethods, choice the combination of Analytic Hierarchy Process (AHP) and fuzzy comprehensiveassessment method, which are suitable for the assessment of route planning. Then, establishingthe intelligent assessment mathematical model, a software platform will achieve this model.Finally, correctness, rationality and fairness of the model will be verified by concrete instance.
