Research On Efficiency Of Utilization Of Water Resources In Lanzhou City

In recent years, the situation of water resources is increasingly severe, thesustainable utilization of water resources have got more wide attention of people.Water resource as a kind of important economic and strategic natural resource playsan important role in the economic and social development and the maintenance of theecological environment. Lanzhou has a serious shortage of water resources. Relativelylow utilization efficiency and serious water waste have become the main factors thatrestrict Lanzhou economy development.At first, we summarize and discuss some relevant literature and theories aboutthe utilization efficiency of water resources. Then, we give full consideration to thefactors that influence water resources’ utilization efficiency. We select somereasonable index and make the water resources utilization efficiency evaluation model.We calculated the use efficiency of water resources based on the date from2000to2009in Lanzhou city. Finally, we put forward some suggestions to improve theutilization efficiency of water resources by analyzing physical truth of Lanzhou. waterresources use efficiency in Lanzhou were evaluated by using the DEA model. Theresult show that two years are effectiveness of DEA and eight years are inineffective DEA in ten different years from2000to2009. The years that have DEAeffectively accounted for only20%years. input and output is relatively optimal in theDEA effective years; in ineffective DEA years that exists input redundancy,whichshow that the some elements use are in waste in the process of economic and socialdevelopment. We can achieve the optimal allocation of resources by furtherimproving the factor input structure and reducing the input elements. In the city ofLanzhou in the10years of the development process, water resource saving decreasedgradually, which illustrates the utilization efficiency of water resources is increasinggradually. The results show that Lanzhou city water resources-social economycomposite system is under the sustainable development path.According to the research on the Lanzhou water resources utilization efficiency，we can find that water resource utilization efficiency is a social engineering that need a multifaceted, multidisciplinary coordination, also requires the parties to establishand improve supporting measures. Lanzhou city water resources situation is still grim.Saving space is also very big. Its development should not be established in a largewaste of water resources. We can explore new and better economic developmentmode to make water natural resources and economy society complex systemdevelopment coordinated and sustainable. On the basis of the above analysis, thispaper provides some theoretical guidance and advice.
