China’s rural land areas accounted for83.5%of the entire land areas. The towns’population accounted for53.4%of the total population. According to related statistics,the total consumption of energy in our building accounted for27.6%of the wholecommunity. With the accelerating process of urbanization in China, the inevitableresult of the development of our towns and villages will transit to urbanization, theurban-rural gap will become smaller. However, the problem of building energyconsumption can’t be ignored. With the continuous development of the urbanizationprocess, the types of public buildings in towns will become increasingly diverse,architectural style and plane function will become more reasonable. The combinationof public buildings in towns and passive solar design will produce huge economicbenefits and social benefits.Firstly, this paper starts from energy consumption status of our country, and takessome examples to analyze the necessity for development passive solar building, anddescribes the development of the domestic and international passive solar. Then,through the investigation of public buildings in towns of our country, this paperanalyzes the problems of public building in design, energy efficiency and clean energy.It proposes solutions to address these issues that use passive solar to heat in winter,and take advantage of passive solar ventilation technology to decrease the temperaturein summer. Last, passive solar in towns’ office building as an example for conceptualdesign and software simulation to be able to draw a operability reference inarchitectural design.
