China’s sixth population census registered its total population of about1.339billion,with80percent living in rural and suburban areas. Decided by the national condition of thepopulation’s distribution in our country and the peasants’ travel demand, the road passengertransportation business should focus on the broad rural market. Since the fifth meeting of thesixteenth central committee of the CPC congress proposed the construction of socialist newrural,"the new rural construction" has become the hot topic in China’s political and economiclife. therefore,developing rural road traffic and achieving the integrated operation of ruralpassenger transport play important roles in promoting the rapid development of the ruraleconomy.The rural passenger transport is a basic and nonprofit career, and an important content ofconstructing a new socialist countryside. How to guide rural passenger transport’sdevelopment, and provide the rural people with safety, stability, economic and convenientpassenger transport service, and realize the sustainable available, retainable, efficient, safetydevelopment of rural passenger transport, have become an important topic in China’spassenger market management.This paper begins with the accessibility theory and it mainly elaborates the concept ofaccessibility and the fact that different understanding of accessibility will lead to differentmethod of calculation. The concept of GIS and its function and application were brieflyintroduced in this paper, which followed by the analysis of application of GIS in traffic. Byapplying the GIS related technology, we proposed a new effective method which can be usedin selecting the location of new passenger stations. Moreover, theory and practice werecombined in this paper and different methods of evaluation were classified and compared witheach other, laying the foundation and basis for further study. Combined the character ofChina’s rural residents to travel, investigate a method to calculate the rural passengertransport.Finally, we analyzed the travel characteristics of residents and basic condition of ruralpassenger transport via conducting an on-site investigation in two towns in south of Shaanxi. We evaluate the regional accessibility in south of Shaanxi via combining the accessibilitytheory with GIS technology. Based on the accessibility theory, we give our proposal onreform and further development strategy for rural passenger transport in south of Shaanxi.
