Among them, the illegal discharge of oil pollution from ship operation is the important form of marine pollution, and the bilge water from ship engine room in the illegal discharging is a typical representative. The situation of bilge water illegal emission in our country coastal is also serious, need sustained attention. Our country is developing from large shipping country to shipping powerful nation, illegal discharge of ship bilge water contaeminants such as behavior and this kind of change draw further apart. So, research and management of such violations not only have the environmental protection value, but also have active sense provide the crew of our country quality and shipping competition ability.It would be noticed at the same time, the illegal phenomenon has complex reasons, related to the crew, ship, company, government and other aspects, need through research, it would can not be one-sided emphasis. In order to study the relationship among these reasons, find the causes, this paper collect21typical reasons of our country coastal shipping illegal emissions bilge water firstly through various of channels. Then, by using interpretative structural modeling method for this system, Some reasons were analyzed and the mathematical model established, finally draw the21typical causes factor structure, will cause the relationship between clear, and find the5fundamental reasons. On the5fundamental reasons made specific recommendations, and on this basis for the deeper meaning. This model is based on our country coastal shipping violates the bilge water put forward, but the illegal discharge of residual oil, diesel and oil tank washing water and ballast water also has reference function. This paper on China’s shipping pollution prevention laws, the statutory certificates and documents should be equipped with in our country coastal ships.
