| With the inland waterway transport becoming the national strategy, the inlandwaterway transport is developing rapidly, the amount of vessels is on rapid increase,and the trend of large vessels has become increasingly apparent. Meanwhile, due tothe limitation of economic development of inland China and the uneven situationbetween the management of inland vessels and the quality of vessels, the inland waterquality environment polluted by vessels is getting worse. In addition, laws andregulations that restrain pollutant discharge of our country is lagging behind in China.Administrative authority is still short of effective measures to exert effective controlon illegal discharge of vessels, which appears without control. Inland water isthreatened by ship pollution.The pollutants mentioned above mainly include vessel sewage, garbage, exhaustand noise, among which the sewage caused the most serious pollution to water. Ingeneral, the vessel sewage can be divided into oily water/mixtures, tank-cleaningwater and domestic sewage. Due to the danger and frequent discharge of oily water,its discharge plays a much bigger impact on water, compared with tank-cleaningwater and domestic sewage.Therefore, this thesis is aimed at building an online real time monitoring systemto monitor the oily water/mixtures discharging, even if they have been processed bythe oil-water separator. It develops a real time monitoring system based on theAIS/3G technology, which can watch the vessel discharging the oily water/mixturesfrom the vessel into the Yangtze River, in order to prevent the oily water/mixtures’pollution and provide a new method for the marine supervision. With the help of thismonitoring system, the authority is capable of knowing where the discharging ishappening, whether the discharging is legal or not, and who is the discharger, thissystem can inform the authority who is discharging illegally and the detail data.According to those information, the authority can take effective and efficient actionsquickly and precisely to prevent this illegal action. Additionally, with the memoryfunction of this system, it can provide object and precise evidence for the pollutant post survey and distribution of liability. Based on the research thoughts above, theresearch result of this article mainly includes:1. It puts forward a system used to monitor the real time discharging via theonline. And it specifically elaborates the system’s framework and three sub-systems.The monitoring system is one sub-system of the whole system, which prevents andcures vessel’s pollution, supplied with other monitoring system. It also hasself-particularity in the respect of the monitoring methods and the target.2. It also researches and designs a ship-borne facility which mixed with the AISfunction and3G technology. The simple and short discharging information istransported to the authority via AIS, on the other hand, the detail and muchinformation is transported by3G channel. This facility uses to as a bridge to connectthe monitoring system and the information transmission system.3. It designs and develops a maritime surveillance software platform sub-system,this sub-system is capable to display information, record information, queryinformation and alarm depending on corresponding indication or demands.4. It researches the selection and the layout of the appliance monitoring the oilywater/mixtures. The appliance is able to satisfy the pre-requirements though thedebugging. The online real time monitoring system also works well and passesmuster when tested on the vessel the working conditions. |
