SCADA system running in dispatching center is a dispatch automated system based on computer networks. It can monitor and control the operation apparatus of the power grids, which realizes automation and modernization. In recent years, the automatic technology of the domestic and international distribution system is developed quickly with the contents of all aspects of the distribution field. The communication system plays a decisive role in the reactive power optimization system. The success of research and development of communication system will offer the reliable guarantee for regional reactive power optimization system.This design studies how to imitate the SCADA system to send historical datum message to the optimization server. Assist the optimization server to determine and send an order. The software is developed in the environment of Delphi. Based on a serial control multithreading code, spcomm, a serial communication using CDT protocol is coded, with the purpose of software debugging and improvement.
