The high-speed railway projects are large-scale projects with huge amount of investment, many stakeholders, longer duration, and complex engineering contents and they also have the features of high standards, tight time, many unpredictable factors, poor construction environment. These features have brought great difficulty to the high-speed railway project contract management.The high-speed railway four electric projects are more dynamic system integrated part of the construction system of high-speed railway. Contract management of the high-speed railway four electric projects mainly includes system integration management of high-speed railway electric power, traction power system, communication and signaling, abbreviated as contract management of high-speed railway four electric projects. As it integrates management of pre-station construction works (including subgrade, tunnel, bridges, tracks, stations and etc.), and the interface and system integration management is more complex, the technical and management ability as well as the coordination and risk management capabilities of contractors are highly required. In addition, the low cost level in the engineering feasibility study and preliminary design phase, the low budget, and the repeatedly improved engineering standards in the implementation phase have also brought more difficulties to contract management of the high-speed railway four electric projects.So it’s time for contractors to seriously study the subject how to do well in contract management of the high-speed railway four electric projects to reduce the risk of the enterprise with the maximum degree and to improve the effectiveness of the high-speed railway four electric projects, facing so many difficulties.Therefore it is necessary to analyze and study on the risk management of the high-speed railway four electric projects contract from the contractor’s point of view.Related references make contract risk management assessment and analysis from different aspects, and also provides corresponding evaluation index and management system. And there are also researches having studied risk management measures from organization, personnel, operation and other aspects. This paper is to do further research on contract risk management of four electric projects on the basis of such studies.Based on characteristics of the high-speed railway four electric projects contract, combined with study of the theory and practice on current contract risk management, this paper takes a lot of research and analysis for current contract risk management of the high-speed railway four electric projects. Using literature review, risk management case and practice study, expert interviews, charts, comparative analysis and other research methods, this paper determines the principle of risk-taking, analyzes and assesses the main risks, and provides the basis for quantitative management of contract risks. Actual cases are provided for additional explanation to provide comprehensive analysis for contract risk management of the high-speed railway four electric projects, the risk management system is extracted, and the targeted management measures are provided for the reference to the later contract risk management.Contract risk is elaborated according to the different stages of the contract life cycle management, the risks of the various stages are identified and analyzed, and corresponding management measures are taken out. As different stages of the contract life-cycle management are usually responsible by different management departments or teams of the enterprise, the paper links risk management to departmental performance management, and takes the effectiveness of risk management as part of the departmental performance appraisal, thus integrates the company management, project management, contract management with risk management together. Using contract risk checklist, this paper constructs statistical knowledge platform of risk management to increase the contract risk management knowledge reuse to reduce recurrence of risk and the repetitive tasks of risk management, thus optimizes management processes, and reduces management loopholes to achieve the integration of the risk, responsibility and performance management. The study on contract risk management of the high-speed railway four electric projects will help to enhance the perfection of management processes of enterprise contract risk and the effect of contract risk management, and it will further improve the high-speed railway four electric projects management, contract management and risk management.
