Power system black-start is the power system due to failure resulting in full-stop after starting the system using its own ability to achieve and then start the recovery process.Units start to go through this process, no-load line charging, load into various stages.Therefore,black-start program development and implementation of systems related to various issues, their implementation must be enacted before the appropriate recovery plan.After the blackout reconstruction plan according to the transmission grid to grid operation to reconstruct the process, but also to a large number of no-load overhead lines into operation, due to uncertainties in the line operation may cause the line voltage level exceeds the limit over,delay the recovery process.Therefore, the black-start no-load line over-voltage switch on the issue of concern is a must.
