In the smart grid environment, how to ensure the safety and stable operation of the electricpower system has become the focus of attention in the industry. Safety and stability control, as thesecond and the third line of defense in safe and stable operation of electric power system, have newdemands on traditional security and stability control device necessarily, due to the emergence ofintelligent sub-station. The security stability control technology has to meet the requirements ofintelligent substation in terms of the interface of intelligent primary equipment, and devicenetworking and informatization.The power lines or components electrical quantities needed to be calculated for grid securityand stability control device mainly include voltage valid values, current valid values each phase,zero-sequence component valid values of the voltage and current each phase, and frequency eachphase. While entering the era of intelligent sub-station, security and stability control device achievesampling by receiving power lines or components sampled value messages via fiber optic Ethernet.Not only real-time calculations of electrical quantities and the fault judgment need to be done instep time, but also fiber optic Ethernet multi-channel data reception and processing need to becompleted by CPU, so CPU will be apparently powerless. So, dual CPU mode is adopted inpractical applications. A CPU is responsible for the data processing of the fiber optic Ethernetsampling value, the other is responsible for electrical quantities calculation and fault judgmentprocessing.Firstly,it is introduced that the architecture system and technical features of intelligentsubstation in this dissertation, and the superiorities of intelligent substation automation system areanalyzed compared with the conventional substation automation system. It introducescommunication standard in substation automation--IEC-61850, and analyzes the advantages of thesampling value transmission standard IEC-61850-9-2especially. Then we introduce that howintelligent substation security and stability control system affects grid stability control device aswell as intelligent substation,and make a simple introduction of the intelligent substation securityand stability control device,SCS-600digital substation stability control device of Power SystemStability Control Company, NARI Group Corporation is taken for example. At last, the processingof Grid security and stability control device sampling value is studied and it achieves satisfactoryresults. It includes the software and hardware design of sample processing unit (SV) module, and the Core module which is the electrical elements rapid calculation module based on FPGA. And itmakes an explanation of the effects and advantages of this design. The overall design is divided intotwo parts, hardware and software. Hardware is responsible for real-time calculation of multiplepower lines electrical quantities such as the voltage and current RMS and phase angle each phase.And software is responsible for the writing of the current sample value, start of computing and thereading of the RMS value and the phase angle, and calculates the frequency of each phase in realtime according to the phase angle.
