In recent years, our country’s engineering project quality management has made aseries of progress. Our country not only has issued the relevant laws and regulations,also continuously improved the engineering project quality supervision andmanagement system. Some study and practice of the engineering project qualityevaluation system focus on mainly the quality management and evaluation of theengineering project entities engineering, and stress to the investigation of the structureand security, lacking of the quality evaluation of the other stages of the engineeringproject life cycle.The construction period of the project is long, the quality is formed at each stage ofconstruction, and the various stages of convergence close, mutual restraint, mutualinfluence. And at every stage, the quality of the project is subject to a variety offactors. Therefore, in order to accurately manage and measure these factors, thesemanagement processes must be scientific, must affect the elements to form the indexsystem, and then evaluate these indicators to evaluate the quality of the project. In thispaper, through literature research-theoretical studies-modeling-empirical researchprocess. Based on the in-depth study and to improve the quality of constructionprojects in China, according to the comparative analysis of domestic and internationalprojects to sum up experience. Based on the contraction on the project qualityevaluation space, builded the project quality evaluation index system, and e use theexpert scoring method and analytic hierarchy process to determine the index weightvalue and quality evaluation model to build the project using fuzzy comprehensiveevaluation method.On the basis of deep analysis of a lot of related literatures at home and abroad, thispaper learns the quality management experience of the foreign study, and builds theengineering project quality evaluation space, to descript the connotation of the qualityfrom project division. This paper further points out the evaluate subject is theconstruction administrative departments, and analysis’s the principles and objectivesof the quality evaluation, and establishes the engineering project quality evaluationsystem, which contains the investigation stage, design stage, construction stage andthe completion acceptance stage. According to the principle of evaluation indexconfirmation, this paper establishes the quality evaluation index system and combinesfuzzy comprehensive evaluation method, establishes the evaluation model. Chapter Five is the core chapter of this article, in this chapter, in combination thedomestic scholars’ experience try to quality evaluation index system for the projects,in order to fully reflect the quality evaluation of the project space of thethree-dimensional evaluation features and quality of projects connotation,construction engineering project quality evaluation system structure is divided intofour phases indicators to determine and evaluate the quality of the project, theinvestigation stage, the quality of the design phase, construction and installation phaseand the final acceptance stage evaluation index system. In order to quantitativelyevaluate the quality of projects, this paper introducted the expert ratings and analytichierarchy process to determine the quality evaluation index weight, used two fuzzycomprehensive evaluation method to build quality evaluation model, and thenachieved the overall quality of projects, system objective evaluation.On the basis of summary analysis of research and practical experience of theevaluation of the quality of construction projects at home and abroad, and the realityof the development of the quality of construction projects in China as well as thequality supervision department management needs, this paper deeply discussed thequality evaluation system and the method of construction projects in China, andverified by an example of the effectiveness of the quality evaluation system. The mainconclusion in this paper are as follows:Firstly, the quality management system of the project must be formed on the projectEstablished a project-centric organization, used scientific management system,organized departments and various aspects of the quality management functions,toform the Organic entirety of tasks clear, responsibilities, authority, co-ordination andmutual promotion, to control the quality of construction projects.Secondly, on the basis of research relevant to the evaluation of the quality ofconstruction projects at home and abroad, the summary analysis, lessons learned, andidentified the key issues. This paper presents, in the building of construction projectquality evaluation system, the key lies in the determination of the weight valuesdetermined as well as indicators of the index set.With the development of science andtechnology and the improvement of people’s living standards, the connotation of thequality of the construction project has expanded continuously, this paper discusses theconnotation of the construction project quality.Thirdly, based on the comparative analysis of quality evaluation system of the currentstatus domestic and foreign construction project, the current evaluation system is toounilateral and fuzzy, builded construction project quality evaluation space, reflectedthe three important aspects of the quality evaluation of the construction project by the three-dimensional space-engineering division, engineering division, the formativestages of the quality and quality characteristics. However, whatever kind of evaluationmethod must solve to determine the index weight value and solve the problem ofoverlapping between the indicators.In this paper, based on the analysis of thecharacteristics of the construction project quality evaluation and the evaluationmethod, selected the two fuzzy comprehensive evaluation method to evaluate thequality, and used the expert scoring method and analytic hierarchy process todetermine the index weight, quantitative evaluated the quality of construction projectsin a certain extent, reflected and described the quality status of the constructionproject comprehensively, real, scientifically.Through this study to establish the quality of the project management and evaluationsystem, the meanings as followingScientific and objective management and evaluation of the project quality, the resultscan provide implement quality regulatory and policy-making reference and basis forthe regulatory authorities.Provided a unified management and evaluation model to describe the level of qualityof the project, and the basis for the project owners appraisal project constructionquality, but also provided a standard for the quality management of the constructionunit, so as to promote the continuous improvement of the quality of the contractors’construction.Through the establishment of the project quality management and evaluation indexsystem, there is some reference significance for the future of establishing an effective project quality evaluation system, and the implementation of dynamic evaluation.
