As the increase of the amount of the harmony-type high-power locomotives’ using, the demand of railway passenger and cargo will to be higher and higher. By the end of2011, about ten thousand harmony-type high-power locomotives which introduced from abroad by china were put into use. In this situation, the traditional locomotive section management system has become a large block in utilization safety.In view of some total information platform project, under the support of locomotive depot there was much research to be made in the department, and provide the theoretical and practical support for this paper. Under the research, there were a lot of problems, such as:the traditional locomotive management system have been out of date; new automation testing equipment put into use with the large application of harmony-type high-power locomotives, which leads to the emerge of new automation management system urgently. Around the locomotive operation safety, locomotive security card control point increases, the electronic certification has become a kind of inevitable trend in harmony-type high-power locomotives management.Therefore, this thesis will focus on the above problems, use the computer information technology and develop the harmony-type high-power locomotives management system under new situation. The main contents and the key methods are as follows:Firstly, focused on harmony-type high-power locomotives management, the management business can be divided into several parts:locomotive into section management business, locomotive servicing management business, locomotive maintenance management business and locomotive out section management business. The paper studies management business, and summarizes the characteristics of the management process.Secondly, Based on the analysis of business section, combined the demand analysis of system, the management system model is to be nominated. Use the WCF and SOA, the management system is to be developed.Newly, in this paper, electronic certificate is also to be studied. The electronic certificate will be divided into test electronic certificate, monitoring electronic certificate and foreman signature according to function and use.Finally, WCF technology application can be divided into four parts:data layer, business logic layer, WCF service layer and presentation layer. WCF security mechanism and XML technology are also discussed in this paper.The operation results show that the system is running well, and meets the development demands in the locomotive section.
