The State Grid Corporation formally established the "smart grid" development strategy in2009. Realize the intelligent monitoring of electrical equipment is an important part of this strategy. The data communication in intelligent monitoring system adopts the IEC61850standards which used Ethernet to access. But now there are still a large number of monitoring devices only have serial interface. This difference makes these devices difficult to access the intelligent monitoring system which using the IEC61850standards. So this paper designed a protocol conversion board that can convert the serial interface data to network interface data which complied with the IEC61850standards. The major work and major achievements of this paper are as follows:Developed a network card driver of DM9000A and add it to the customed WinCE6.0operating system. As the conversion board not only have to receive the realtime monitoring datas from the serial port and then extract useful information to compose APDU, but also need to encapsulate the APDU in Ethernet frame which defined in ISO/IEC8802-3standards, then sent this APDU to the principal computer via Ethernet. Involved complex functions, so WinCE6.0operating system is introducted, which helps us manage the hardware resources and coordination the process of scheduling.Developed an application layer Program which can receive the sampled value messages through the serial port and send these messages complied with the IEC61850standards. In order to reduce the waste time that spends on package/parse sampled values through the OSI seven layer network models. IEC61850-9part requirements of MSV sampled values directly from the application layer mapped to the data link layer. Therefore, we developed a seriel of Programms, which used to receive the sampled value messages from the serial port and packaged these messages according to the IEC61850standards and then call the DM9000A driver which has already added to the WinCE6.0operation system. In this way we achieve the purpose of the messages’s receive and transmit.Finally, a detecting system is developed to test the protocol conversion board’s functions. By the use of Ethereal network analysis tools capture the packets from the conversion board proved this method provides serial port monitoring devices a way to access to the intelligent monitoring system which complied with the IEC61850standards.
