With the rapid development of communication, computer and sensor, new technology brought opportunity to the development of the smart grid which has been included in the national key development targets. Intelligent substation as an important node of the smart grid has become a hot spot of the development all over the world. In order to unify substation automation communication system and make the system more interoperability and possess powerful extension functions, the International Electrotechnical Commission issued IEC61850standard. Models of intelligent vacuum circuit breaker and electronic transformer in substation are built according to the IEC61850standard. Message packets in accordance with the standard are sent and received through the Ethernet.With the increase of voltage grade and capacity in grid, technical indicators of traditional current and voltage transformers can not meet the requirements of new demands. At the same time, circuit breakers also exist the insufficient of communication capabilities. So it is necessary to make the primary equipments to be intelligent. Electronic transformers use the Rogowski coil, LPCT and capacitance to collect the fault signal and the normal signal. Acquisition systems send these signals to merging unit system at low voltage side. Adding closing and breaking counters, temperature sensors, gas pressure sensors and other detection sensors to intelligent vacuum circuit breaker to achieve various parameters which will be send to the back-end intelligent control unit in the first time.The characteristics and developments of the electronic transformer and the intelligent circuit breaker in the intelligent substation are introduced firstly in this article. Then core parts in the standard about ACSI, SCSM and MMS are analyzed. SCL language is used to build intelligent electronic device IED model to generate the visual configuration file according to the design requirements for smart substation in standard. GOOSE messages and SMV messages are coded by ASN.1to message packets transmitted in the network between the MU and the client. Messages are caught and decoded by Ethereal and configured to the model before. MU and acquisition system are introduced by the instructions of hardware and software. Both of the two systems use FPGA as the main control chip in the environment of Quartus Ⅱ to achieve the control of the FPGA and external circuit. Finally article introduces the contents and results of the test for MU and acquisition system. Experiments prove that this design scheme can meet the contents of the national test.
