As the construction of Guangxi North Gulf Economic Zone has been raised for the national strategy, the information construction of Guangxi North Gulf Port, as a part of the economic system construction, is being put on the agenda. In this context, Guangxi Zhuang Autonomous Region Port and Shipping Authority (hereinafter referred to "Guangxi Port and Shipping Authority") commissioned Marine Technology Development Institute of Dalian Maritime University to develop "Beibu Gulf Port Pilotage Integrated Dispatching System."According to the realistic demand of business and system, this paper designs and develops the Beibu Gulf Port Pilotage Dispatching System, which has greatly enhanced the management level of the Beibu Gulf Port on pilotage dispatching business digitization and information.The pilotage business relates to much more units and content, including different units such as ships, shipping agencies, pilots, pilot stations and so on; pilot application and approval, ship dynamic and operating dynamic, pilot planning and scheduling, the calculation of the pilotage fee and other business content; pilots, shipping companies, agents, tugs, weather, tides, and other information management. Based on these characteristics, this paper divides the system into nine modules,"pilot application","ship dynamics","pilotage business","charge management","personnel management","basic information","code management","rules" and "permission settings", all of which implement the desired business functions. Meanwhile, this paper completes the database design through data collecting and collating, processing relevant data as well as its abstraction and symbolization, designing the logical structure, the physical structure, the database table structure.The system function modules have been designed, however, as for the space limitation, the paper selects three representative modules to detailedly describe and implement by C#language in the.NET platform. Among them, the pilot application module receives pilotage application information, query function of the ship dynamics module involves almost every module, the pilotage fee calculation of the charge management module is unique in module form, and that is why this paper takes them as examples. Design and implementation process of the other function modules is broadly similar, here do not list respectively. Finally, after a series of function commissioning and testing, the Beibu Gulf Port Pilotage Dispatching System is established.The study of the paper belongs to an important part of the project "Beibu Gulf Port Pilotage Integrated Dispatching System". The construction of the system has improved the status of the Beibu Gulf Port pilotage operation and management fundamentally, and has realized the transformation from traditional management to modern management, from experience management to scientific management, from the static management to the dynamic management, it is also an significant process of the Beibu Gulf Port information construction.
