Highway, as an important form of intercity or provincial transportation, nowadays plays an important role in China’s social and economic development. However, we should be aware that the domestic highway traffic operation and management condition still leaves something to be desired.There exist many problems in some or other ways,which concluded as follows:traffic congestion and block happens in high frequency with the long-term and wide-ranging impact,especially in the holidays or other travel peak period.The occurrence of the traffic congestion and the major accidents not only affect the travel efficiency and security of life and property, but also cause the energy consumption and environmental pollution. For the reasons of the above social problems, besides the lack of safety consciousness and the insufficiency of highway construction, highway management’s blindness is one of the most important factors. With the high pace of highway construction and the significant increment of and mileage, the highway traffic management has met enormous challenges. To improve the management level and ensure the safety transportations by means of modern information techniques has become a imminent important task. Based on the investigation in the highway management department of Qingdao information center and other provinces’ centers, we have got a detailed understanding of the actual operation of the intelligent traffic management system.On that basis, here comes the design and implementation of highway traffic intelligent management information system.First of all, this paper, based on the discussion of the developing background of the highway traffic Intelligent Information Management System, has outlined the objective of thise system and the content to be studied and the key technology problems to be solved; elaborated in detail the system’s functional and non-functional requirements and presented a systematic use-case model by adopting the modeling tool like UML according to the design concept of software engineering.On the basis of the needs analysis, we designed the architecture of the highway traffic intelligent information management system. First, proposed the technical architecture and functional architecture of the intelligent transport management. Technical architecture mainly adopted the multi-layer system structure of B/S mode, the function of each layer are analyzed. For the functional architecture design, this paper cleared different part of the functional components and fully described the following six functional modules:the road network monitoring, emergency operation, general function, traffic information release management, basic data management, decision analysis of six function modules in detailBased on the architecture design, This paper accomplished the module design of the highway intelligent transport management system, and fulfilled the static modeling and dynamic modeling with the help of the class and activity diagram. Next, this paper focus on the faction realization by adopting the Eclipse development tool, which includes the following six modules:event reporting module, plan management module, road network monitoring, and some other information query or statistical analysis module,and the function of self-checking and locating.Finally, practice has proved that the highway traffic intelligent information management system is able to meet the users’ needs,-functionally and non-functionally.At presents, this system has put into trail operation and the effect is satisfactory.
