Study On National Geological Park Management And Operation Mode

The GeoPark is with special geological scientific significance,rare natural attributesand higher aesthetic ornamental value,is based on geological landscapes and mixed withthe integration of the natural and cultural landscapes which constitutes a unique naturalarea. The location of ArxanShan is superior, the natural environment is better and thegeological heritage is preserved intact. It was formally approved to establish the nationalGeoPark by the Ministry of Land on January19,2004. It increased a new brand for theArxanShan tourism, and also open up a new geological resource for the development of theArxanShan tourism.The ArxanShan tourist arrivals and income has risen significantly sincethe establishment of the park. The tourist arrivals in ArxanShan was only25,000people,the tourism revenue was about260million yuan at the beginning of building the city in1996; however, the number of tourists was up to237,000people and the tourism revenuewas56.88million yuan in2004; The toll of the tourists has reached80million people,nearly10billion yuan of tourism revenue in2011.ArxanShan National Geological Park hasregarded the development of the ArxanShan tourism as "The Gold Standard". Theconstruction of ArxanShan the GeoPark started relatively late, the study for theconstruction and management of the Geopark is lagging behind, so the management of theGeoPark and the supervision system is not clear, the scientific value of the geologicalheritage is wasted and the management laws and regulations is not perfect.Therefore this thesis is from the view of the GeoPark’s construction and the functionsof government between developing the tourism, uses the property rights theory, thetheory of the stakeholder and the "third sector" theory to explain GeoPark construction andtourism development which should think from the perspective of the public administration,and establish the diversification mode, that is it should be based on the core of thegovernment,attract broad participation of businesses, communities, the third sector. It willcarry out the joint-stock cooperative business model among countries,communities,businesses and research institutions in the development of the Park tourism.
