Development And Application Of Office Automation System Of Irrigation District Management

With the arrival of the information age, the traditional water conservancy has beguninformationzing. As a branch of traditional water conservancy, the irrigation district has alsobegun this construction. Irrigation district office automatization, an important part theinformational construction, is significant for improving the management level, increasing theirrigation efficiency, saving water resources, ensuring the agricultural production, andmaintain the social stability.According to the characteristics of the irrigation district and its actural needs, a systemof irrigation area management office automation is developed in this paper, including portalsite, electronic information module, announcement module, e-mail module, electronicdocuments module, electronic application module, file-sharing module, SMS module,personnel management module, and system settings module. Some of the key technicalissues in this system are further studied.The main duty of the irrigation district management includes making irrigation schemes,issuing official documents for flood control and drought relief, and dealing with the waterapplication proposed by its sub-units. In order to improve the efficiency of the business, anelectronic document module is designed in the system to achieve the online documents andapplication drafting, approval and flow automation. In order to ensure the legal effect andadministrative efficiency of electronic documents, the electronic seal technology is used inthis module.With the futher development of the informational construction, there will be more andmore office business which needs to be informationized. So the system scalability andplasticity should be taken into account, and design a special function modules in the systemto add and manage new business function modules.For the workload of this system is concentrated in the busy farming period, and theirrigation district has special status in ensuring agricultural production, so the systemstability and efficiency should be taken into account.Because the irrigation district management is across geographies, and LAN can not bebuilt using hotline, so the office automation system must be based on the internet. As a result,the safety requirements of this system are much higher than the general office automationsystems. From the aspects of users’ password security, input exception handling, preventionfrom SQL injection attacks, and so on, the security performance of this system are describedin this paper.
