Study Of Water Resources Management System In Middle-Small Irrigation District--Theory And Practice Of Self-financing Irrigation And Drainage District

Water resources management system is one of key factors to restrict high efficient use of water resources, self-financing irriagation and drainage district is a new-type model on water resources management in countryside, distribution and engineering management generalized by World Bank in China, by constructing water supplying company or water supplying units and water using association, establishes water supplying, using water, engineering management systems and institutions according with economic mechanism oriented to marketing to realize self-financing and good cycle, high efficient use of water resources, good running of engineering, so that it promotes sustainable development of middle-small irrigation works and irriagation district. The author gives systemic analysis and conclusions on the constructing of SIDD, running management of water supplying, reckoning and collection of water price and function, operation of government in the constructing of SIDD basing on engaging in study and experimental units for many years, puts forward management model and running mechanism of water resources engineering and assessing comprehensively generalized situation of SIDD in China.
