Agriculture is the foundation of the whole national economy. What’s more, arable land is the basis for the foundation. As the essential part of arable land, basic farmland is the safeguard of food production, related to the national security and stability, and has great significance on the social economic and sustainable development. The whole country, from the government to the farmer, all take the construction of basic farmland as the top priority during the development of agriculture.According the indicators, adopt the most strict implementation of basic farmland protection policy, according the issued indicators.However, due to the acceleration of urbanization, more developed regions, a lot of fertile land and good soil occupied; More backward regions, lagging behind its industrial structure, for the lack of resource potential, development potential, a shortage of funds for economic development, there is a new measure, that is Instead Protection, to adjust the distribution of basic farmland protection indicators contradictions. Thus, in many Poverty-stricken areas, even the quality of cultivated land is very low, it still need to be designated as basic farmland, then, the higher task will be completed. But in this case, it failed to achieve the true meaning of the basic farmland protection. In addition, for a long time many domestic scholars working for the designation and protection of basic farmland, but most are about the quality of the merits of the farmland itself to in-depth evaluation, while ignoring the basic farmland as part of the entire land-use types, site conditions, and surrounding polygons suitability. This will give the basic farmland protection work in the future adverse effects, or even the authoritative of the entire land use planning.This paper take the above two major problems as the main research background and clues, build a index system by LESA, to evaluate the comprehensive quality of the arable land. On the one hand, select natural quality, slope and contiguous nature as the index of the natural properties of the arable land. On the other hand, select farming radius, the urban radiation level, water infrastructure, transportation accessibility, and the surrounding polygons, as the assessment of its site conditions. At last, establish the comprehensive evaluation database, by using GIS, Analytic hierarchy process and Delphi method. On this basis, designated basic farmland from two prospects, combined with the rules in the overall land use planning.Thus recommended that during the farmland protection in the future, on the one hand, put most of the high-quality farmland into the protection range, and shouldn’t be occupied, while meet the demand for the land require of the urban land use planning. On the other hand, for those within the range, besides improving the soil’s fertility, still should take actions to strengthen the infrastructure in the field, increase its general conditions, then, high-yield and stable development will be guaranteed.As the results show, follow the higher level planning issued indicators, a total of1,442.87hectares basic farmland are designated, in accordance with the food demand of the population projections,1170.1hectares of basic farmland are designated, both concentrated in the central and southern regions of the Jinxi town. Through the contrast of basic farmland in the planning and current situation of basic farmland, concluded as follows:the overall quality of basic farmland in the planning is better than the current, in full compliance with the rule, and meet the requirements of the basic farmland protection. Compared with option I,272.77more hectares of basic farmland are designated, but are poor ones. Besides, due to the limitation of the database rules, some farmland with better quantities is not included in the protection range.Looking across the whole town, the characteristic of the basic farmland’s distribution is, more in the central and southern part, few in the north part. Farmland in the central and southern part has higher qualities, but lack of irrigation and poor farming conditions are still its bottleneck.
