Cultivated land is a precious wealth on earth and the material basis for human survival and development.With the rapid growth of China’s population and the increasing frequency of human activities,the area of cultivated land is decreasing,and the quality of cultivated land is gradually decreasing.The situation is not optimistic,and the action to protect cultivated land is imminent.As the essence of cultivated land,basic farmland is the most valuable part of cultivated land.Scientific and rational delineation of permanent basic farmland is not only important for the implementation of farmland protection,but also has far-reaching impact on improving grain output and ensuring food security in China.So far,there is no shortage of human intervention in the basic farmland delineation work.Excessive human intervention will interrupt the basic judgment of human beings on cultivated land,and ignore the basic characteristics of basic farmland as a cultivated crop,and often consider how to draw more Permanent permanent farmland can reduce its constraints on future economic development.Therefore,by formulating scientific and effective methods to delineate permanent basic farmland,not only can the maximum benefit of cultivated land be realized,but also the risk of economic development brought about by the basic farmland demarcation work can be reduced,and the quantity and quality of basic farmland can be truly guaranteed.To achieve the standard,we will truly implement the national policy of“the area is not reduced and the quality is improved”.In this paper,taking Baicheng County as an example,22303 arable map spots are used as evaluation units.According to the results of grading of agricultural land,six indicators reflecting natural quality conditions are compiled,and each evaluation unit is assigned according to its performance status.Corresponding scores,and determining the weight of the LE index according to the agricultural land classification procedure.The sum of the score of the evaluation unit multiplied by the weight is the natural quality score of the evaluation unit;the road,river,town is extracted from the change map in 2016.Data such as construction land and rural settlements,and buffer analysis of these data,calculate the distance from cultivated land to main roads,river systems,central towns and rural settlements,and obtain the radiation range of these data for cultivated land,according to the buffer zone.The analysis is assigned 22,303 evaluation unit scores,and the contiguousness and fragmentation degree are also used as indicators for evaluating the site conditions.Through the analytic hierarchy process,the two-two judgment matrix is??constructed and the weights of the six SA indicators are determined by verification.Multiply the weights and add the scores of the SA subsystem to analyze the natural quality conditions and site conditions of the cultivated land.Space and the number of distribution.The LE and SA are added in a ratio of 3:1 to obtain a comprehensive evaluation score of the cultivated land,which can comprehensively analyze the comprehensive quality status of the cultivated land,and through analysis,the following results are obtained:(1)Baicheng County’s natural quality evaluation is divided into 94.5 points and the lowest is 37.6 points.The natural quality score is mainly distributed between 60and 80 points,and its area is 72,910.32 hm~2,accounting for 80.88%of the total area.The highest evaluation of site conditions is 94 points,the lowest is 18.7 points,and the main distribution is 60-80 points.The area is 60100.49hm~2,accounting for66.67%of the total area of evaluation;the maximum value of the LESA comprehensive score is 89.23 points,and the lowest score is 36.34 points.(2)According to the equal spacing method,the comprehensive score of cultivated land is divided into five grades,and the cultivated land area with comprehensive scores of 65-75 points and 75-85 points accounts for a large proportion,indicating that the comprehensive quality of cultivated land in Baicheng County is above medium.Level.(3)The area of cultivated land with a comprehensive score of LESA greater than65 is 71418.94hm~2,accounting for 79.23%of the total cultivated land in Baicheng County,and it is classified as permanent basic farmland in Baicheng County.The LE and SA of the fourth and fifth grades of cultivated land with a comprehensive quality score of less than 65 are poor,and are not considered as permanent permanent farmland.The verification of the basic farmland that was included shows that the scale of the basic farmland has increased by 2,163.51 hm~2 compared with 2015,and the area of irrigated land and paddy fields has increased,and 76.80%of the newly added basic farmland is in the first and second.The third-level area;the average quality of basic farmland in 2015 is 12.17,and the quality of cultivated land of this basic farmland is 11.82.It can be seen that the average quality of basic farmland delineated this time is slightly higher than that of 2015.In the process of delineating the basic farmland,the LESA evaluation index system can be established according to local conditions,which can better protect the cultivated land and basic farmland.At the same time,the government can adjust the basic farmland protection measures and plans according to the results,and properly improve the basic farmland supervision and protection for the future.The cultivated land protection project provides scientific basis and theoretical support.
