Research On The Function Of Basic Farmland Conservation Area, Method Planning And Distribution

“Cherish and use land rationally, and protect arable land.” is the basic policy inChina, and the basic farmland is preferential to protect as it is most important in thearable land. Meanwhile, the contradiction between urban development in themetropolitan areas and arable land and basic farmland protection continues toincrease with the level of urbanization and size of city developed, then it restricts thesustainable economic and social development to a large extent, so it is urgent toresearch and solve the problem how to eliminate the conflict reasonably betweendevelopment and protection in the metropolitan. In this paper, the functionalorientation of the metropolis, This paper proposes the dominant function of the basicfarmland in metropolitan area combining the major function of metropolitan, andresearch how to verify the basic farmland according to the major function. In orderto serve the metropolitan urban development and basic farmland protection, thispaper takes Beijing as the evidence to verify the correctness and feasibility of thetheory and methods.Firstly, this paper analyzes the functions of the basic farmland, especially the basicfarmland in metropolitan areas, from a variety of perspectives of the basic farmlandprotection areas. Then it analyzes the dominant functional orientation of the differentregional areas according to the need of metropolitan developing. Take Beijing as anexample to build the system of planning theory basing on the multi-functional basicfarmland protection areas in different functional region.Secondly, research how to build the system of verifying multi-functional basicfarmland protection areas basing on ArcGIS in a spatial and accurate extent,according by the corresponding multi-functional basic farmland protection areas andplanning theory in metropolitan area and the theory of land ecological security,agricultural land quality evaluation method. The system of verifying basic farmlandincludes four items as follow: evaluation of ecological functions based on ecologicalsecurity pattern of basic farmland protection zone, basic farmland protection areasverifying based landscape design and landscape function method, based on urbansprawl isolation needs isolation basic farmland protection areas verifying method,based on the agricultural land grading results of the productive function of basicfarmland protection areas planning.Thirdly, take Beijing as the evidence to prove that how to use the verifying methodto verify basic farmland by the ArcGIS software, basing on the data of land useplanning, remote sensing and change, according to different functional region. Themain contents include: urban ecological security pattern evaluation, verifying theecological functional basic farmland protection areas, and evaluate the effect ofecological protection; verify the isolation basic farmland protection areas basing onthe Key isolation space in Beijing--analysis and evaluation in one and two greenacross; verify the basic farmland protection areas for the production function, andanalyze its grain production capacity by Beijing farmland grading results.
